The Council for Mutual Economic Assistance is a socialist political and economic cooperation organization established by the former Soviet Union on January 8 of 1949,corresponding to the European Economic Community.Although Mongolia is a member country that joined in the later period,it has received sufficient assistance while its land use and industrial structure have been obviously promoted and its social economy has been fully developed.At present,the construction of Belt and Road,which is advocated by our country's national strategy,has brought another opportunity to the social and economic development of Mongolia.For the win-win development of China and Mongolia,it is necessary to sum up the positive experience in the process of implementation of "Belt and Road" in Mongolia,which has certain theoretical and practical significance.Under the premise of mutual benefit between China and Mongolia,this paper takes Mongolia as the research area to comb the assistance to Mongolia under the mutual economic association by using the method of literature from the perspective of management.Meanwhile,the changes of land use structure and industrial structure in Mongolia from 1940 to 1990 were analyzed by combining quantitative and qualitative methods while granger causality test is applied to verify the causality between land use structure and industrial structure.Finally,Pearson correlation coefficient method is used to calculate the correlation coefficient between industrial land use change and industrial structure and the study showed that Mongolia had received financial,material,technical and labor assistance following its membership in the Economic Mutual Assistance Committee.As a result,the land use rate was greatly increased,while the cultivated land,urban villages and other residential land and traffic land have achieved a significant increase trend.Moreover,Mongolian industry also has diversified development with the increase of landuse types.For example,the output value of the three industries changed significantly in 1960-1990 while the output value showed an upward trend.After joining the economic mutual meeting,the primary industry performed as the leading change and industrial structure into the secondary industry.The corresponding reference to the construction of "Belt and Road" in Mongolia is that if the Mongolian economy wants to achieve long-term,stable and rapid development,it is suggested to have a stable policy environment to attract foreign investment as a basic guarantee and provide a good development platform.We will give full play to the advantages of resources,housing and ecology in order to promote the steady and healthy development of Mongolia's economy.Meanwhile,it is suggested that Mongolia should speed up the construction of infrastructure,transport,Communication,financial connectivity,and enhance the support capacity for cooperation with the aid of foreign investment.And it is necessary to establish a large industrial and mining industry,a large farm and pasture,a processing base for organic agricultural and livestock products,a science and technology education park,and a base for ecological environment management,disaster prevention and mitigation research and so on.China and Mongolia should strengthen economic cooperation,promote regional cooperation and integration,jointly create a harmonious and stable investment environment,and provide conditions for further win-win economic cooperation.
