Silk Road economic Belt and 21 st century maritime silk Road, referred to as “The Belt And One Road”, is great strategic decision to promote the Asian And European countries common development and prosperity. The silk road to the north, formed "grassland silk road economic belt".Inner Mongolia as an important strategic base of Chinese northern border opening, is strategic fulcrum to connect Mongolia and Europe. How do you comment on the strategy of “The Belt And One Road” leading role to production by the department of Inner Mongolia region industry, is great significance to the Inner Mongolia seizes the opportunity to promote regional economic development.Based on the regional input-output model analysis principle, with the latest Chinese regional input-output table and China along with the country's import and export basis data, and based on the investment scale of “The Belt And One Road”(or at 400 billion RMB), calculating export inducing coefficient of 30 industrial sectors in 30 provinces and HM index of along countries, and analyzing the influence of export induces different industrial sector production of all over the country provinces and regions, and the Inner Mongolia autonomous region in the location of export-led influence in our country.Further, according to the strategy of “The Belt And One Road” is expected to pull the 400 billion yuan investment scale, analyzing and evaluating the pull effect on the different sectors of Inner Mongolia autonomous region of the strategy of “The Belt And One Road”, at the same time, referencing the HM index of along countries for our country exports, draw the following conclusion:First, through the calculation of HM index of Chinese export to along countries, getting the dependency of our export trade with along countries. HM index of Chinese exports in central Asia and southeast Asia countries including is higher, showing that Chinese export is high degree of dependence on central Asia and southeast Asia market. But HM index of Mongolia and Russia having close ties with Inner Mongolia is the lowest, explaining the influence of the change of Mongolia and Russia market for the export of our country is small. From the Angle of Inner Mongolia, should actively explore Mongolia and Russia market, facilitate the export of products by the department of Inner Mongolia industry to achieve the goal of pull production of industry department in Inner Mongolia.Second, Chinese 30 provinces 30 sectors export production induced coefficient is calculated, according to the results of the degree of export-led larger areas are mainly: Beijing, Shanghai, Guangdong,Tianjin,Liaoning, Shandong, Inner Mongolia, are more than one. In the western provinces, only the export production induced coefficient of Inner Mongolia is greater than one. Compared with other western provinces, exports of Inner Mongolia have relatively significant leading role on industrial sector production.According to the export production induced coefficient of Inner Mongolia, measured “The Belt And One Road” strategy will pull the investment scale of 400 billion yuan, will drive production of more than 40 billion yuan of wholesale and retail trade, transportation and warehousing, textile industry, leasing and business services, food production and tobacco processing industry in Inner Mongolia.Third, Inner Mongolia autonomous region should grasp “The Belt And One Road” strategic opportunity, actively play its geographical advantages, promote the diversification of the export products in Inner Mongolia, focus on improving the exports of industrial sectors that has its own advantages. At the same time, according to Chinese exports to the dependence of the market of along countries, adjust the export direction of Inner Mongolia, to increase the export of Mongolia and Russia, realize the aim of “The Belt And One Road” strategy to develop economic and social in Inner Mongolia.
