Research On The Mode And Path Of Industrial Poverty Alleviation Under The Background Of Precision Poverty Alleviation

The problem of poverty has always existed in human production and development,and the eradication of poverty is the common goal of all countries in the world.Our country has always taken poverty reduction and poverty alleviation as a national focus and continuously optimized the policies and contents of poverty alleviation work.The 18 th CPC National Congress has put forward new goals and new requirements for our country’s work of overcoming poverty and attacking key points.In November 2013,General Secretary Xi Jinping first put forward the concept of "targeted poverty alleviation" when he carried out research in Hunan Province.This idea is an important turning point of our country’s poverty alleviation work,which means that our country’s poverty alleviation work will be changed from "disintensification" to "refinement ",to help the object,the cause of poverty,help Support industry and capital flow should be accurate grasp,and then closely around the main guidelines to tackle poverty in our country to carry out related work,which through the development of industry to drive poverty is an effective means under the background of precision poverty alleviation.The main research object of this paper is Shangluo City,Shaanxi Province,which belongs to a series of special hardship areas in Qinba Mountain area.The poverty area is large and deep,and the natural conditions are bad;the poverty proportion is as high as 100%,which is the focus of poverty alleviation and development in Shaanxi Province.In recent years,Shangluo City has developed characteristic industries according to its own conditions,and implemented precision poverty alleviation at the same time,forming a variety of industrial poverty alleviation models.By means of SWOT analysis,this paper sums up the basic situation of developing industry poverty alleviation in Shangluo City,and classifies poverty alleviation industry according to the 13 th Five-Year Plan period(2016-2020).The existing models and paths of poverty alleviation in Shanyang,Danfeng,Zhen’an and tussah have been combed,and a simple test has been made with the help of double difference model.It can be found that the existing industry support in Shangluo City is based on the combination of the "three belts" model and the innovation of the local superior industry,forming the poverty alleviation model of the characteristic industry,and constructing the benefit mechanism among the government,enterprises and farmers.And according to the analysis results of the double difference model,it is found that the industry precision poverty alleviation is effective to improve the per capita disposable income of local rural residents.At this time,it is of practical significance to study the mode and path of industry poverty alleviation and its effect.By combing the different poverty alleviation models and effects adopted by different regional environment and different industrial bases in Shangluo City,it can provide reference suggestions for promoting the improvement of the industrial poverty alleviation model in Shangluo City and promoting the sustainable development of rural economy.
