Study On The Development Efficiency And Countermeasures Of Xinjiang Green Economy

In recent years,the problem of ecological environment has seriously hampered economic development and improvement of human life quality.The development of a green economy has become the consensus of all countries.In order to promote the green transformation of the economy,all countries have conducted in-depth research and practice.At the Fifth Plenary Session of the 18 th CPC Central Committee,China has promoted green development to the national strategic level.The Nineteenth Congress further emphasized the importance of green economic development and demonstrated the country's belief and determination in promoting the development of green economy.With the construction of the “Belt and Road” core area,Xinjiang has become an important node in China's economic and social development at this stage,and shoulders the heavy responsibility of coordinating regional economic development.At present,Xinjiang's economic development is seriously constrained by resource and environmental problems.The traditional resource-based economic development model is no longer suitable for the current situation.Accelerating the process of green development and realizing sustainable economic development in Xinjiang are imperative.This article first elaborated the domestic and foreign research on the theory of green economy,the measurement of green economy efficiency,and the development of green economy countermeasures.Based on summarizing the studies,this paper puts forward the methods and ideas of studying the development efficiency and countermeasures of Xinjiang's green economy.The concept of green economy and green economy efficiency is defined,and the characteristics and research objects of green economy are analyzed.Secondly,combining the current status of Xinjiang's economic development,it puts forward the importance of developing a green economy and the challenges it faces,indicating the necessity and urgency of developing a green economy in Xinjiang.Third,using data envelopment analysis(DEA)to empirically study the development efficiency of Xinjiang's green economy,and analyze it from both horizontal and vertical perspectives.The first is to use the SBM model that takes into account undesired outputs to measure the development efficiency of green economy in 14 cities in Xinjiang from 2004 to 2016,and to analyze and evaluate the results of calculations based on the actual conditions in various regions;second,the CRS model is used.The 2000-2016 Green Development Index of Xinjiang was analyzed,including the resource conservation index and the environmental protection index,and then the DEA analysis results were supplemented with the energy consumption of GDP per unit of Xinjiang.Based on the empirical analysis results,the development of green economy in Xinjiang was summarized.The reason for efficiency.Finally,in response to the problems encountered in the development of Xinjiang's green economy,we will propose countermeasures and suggestions in light of specific conditions in Xinjiang: including improving regional green development policies and systems;encouraging green finance to boost Xinjiang's green economy;optimizing industrial structure under the constraints of resources and environment,and promoting industrial transformation Based on regional differences,scientific and effective development of green development plans.
