Empirical Study On Efficiency Of Green Economic Development In Hunan Province

In order to realize the Human sustainable development goals, Green Development has become a mainstream trend in today’s world. In 2007, Hunan Province became the pilot areas of "two oriented" society in china, to explore the mode of scientific development of resource-saving and environment-friendly, it is a great opportunity and great challenge for Hunan Province. It means Hunan Province began to explore a win-win development route of economic social and also environmental protection. In 2011,"Green Hunan" is the first four cards of Hunan Province’s. Development Green Economy is the important measure to realize the two oriented society of Hunan Province. Green Economy can prevent the degradation of resources and ecological, development the economy efficiency, realize the important strategic choice of ecological civilization construction. Hunan Province explored of the two type society for many years, the persistence of developing the Green Economy, What kind of results that they have achieved? This paper makes an empirical study on the efficiency of the development of Green Economy in Hunan Province.This paper uses DEA to research on Green Economic efficiency in empirical. On the basis of put forward the concept of Green Development Index. This paper analysis the efficiency of Green Economic development of Hunan Province from two aspects in horizontal and vertical dimensions, the first dimension selected the relevant panel data from 14 cities of Hunan Province in 2012, based on energy consumption and carbon emissions as input indicators, the second industry GDP as output index build Industry Green Development Index. The total power of agricultural machinery, chemical fertilizer and crop planting area as input indicators, the total agricultural output value as output indicators to construct Agricultural Green Development Index, Using the DEA model of CRS to calculate and sort the Industrial and Agriculture Green Development Index of 14 cities of Hunan Province. The second dimension research the development of the Green Economy in Hunan Province from 2005 to 2012, Than using the DEA model of CRS to calculate the Hunan Province’s Resource Conservation Index and Environmental Protection Index from 2005 to 2012. The measuring results show that the Resource Conservation Index and the Environmental Protection Index of Hunan Province in the beginning is not ideal. But in recent years, at the provincial Government’s strengthen of resource conservation and protection and management of the environment, Hunan Province has realized the conservation-minded society and Environmental Friendly society. And then use the index of energy consumption per unit of GDP to complement analysis results. Finally, the paper put forward some feasible suggestions on how to develop Green Economy in Hunan Province on the results from the experience of developed countries and developed regions in china. Adjust the industrial structure, Promote the development of two type of industry; Accelerate the establishment of a green technology innovation system; Optimize the layout of industrial development; Develop a new layout of energy strategy; Enhance the cooperation level to the outside world.
