Economic development is an unavoidable question of economics and human capital is a core factor of economic development. Human Capital Theory is put forward and explained systematically by Schultz in 1960, and it has received instant support from a large amount of scholars. Besides, The rise of New Economic Growth Theory in the 1990s has led to a new research peak for Human Capital Economic Growth Theory.In order to improve the influence of human capital on green economic efficiency, this paper mainly focuses on the impact of different types of human capital on the green economy efficiency and efficiency variation as well as technological progress. The index of human capital is not only the basis of set up a human capital model, but also an important standard for judging whether the established human capital model is appropriate. Based on the past theories of human capital and economic development, and by referring to the human capital model established by scholars in and abroad as well as the results acquired through factor analysis method by some scholars, a human capital index has been set up, and the green economic efficiency based on the panel data from the year of 2000 to 2012 in China has been measured and calculated. On this basis, this paper makes use of the multi-target panel cluster analysis method to make distinct analysis by dividing the samples throughout the country into high human capital level areas and low human capital level areas.The results show that the effects of different types of human capital are significant on the total factor productivity, and the technology activities or innovation ability need strong support from education capital in order to promote economic efficiency, while training opportunities and migration ability do not play a fundamental role. In addition, the effect of human capital is different in different levels of human capital. China’s human capital investment structure exists unreasonable. The regulations should be made to suit the regional differences, and the reform of human capital investment remains to be study further. In consideration of interaction effect, the effect of scientific activities and innovation ability on performance depends on the workers’education level and knowledge level, only when the workers have received some certain kind of education and possessed relevant knowledge, can they exert the validity of technological capital as well as innovation input. At the same time, on by combining education input with innovation activity, can human capital give full play.
