With the deepening of market supervision,the newly established market supervision and management departments will usher in a new era of development in service development,administrative enforcement,consumer rights protection,and market supervision.In order to ensure a better role,market supervision and management departments also need to innovate ideas,improve mechanisms,actively and actively understand the new normal,adapt to the new normal,and lead the new normal.The grass-roots market supervision and management departments are the frontline for fulfilling their duties and their reform potential.However,due to various reasons,the market supervision function has a lag in the transformation process and cannot be closely combined with the changes of the times.In particular,the demand for modern administrative system reform cannot be met at all.At the same time,the market supervisory departments have also shown weakness in maintaining the orderly development of the market economy,and the trust of the public has also declined.At present,an urgent task facing the market supervision department is how to smoothly complete the function change of the market supervision and management department from the perspective of optimal allocation of resources.For the new institutional reform,the object of this study is the market supervision authority of Tianqiao District of Jinan City.It focuses on the issue of the function change of the supervisory department of the grass-roots market,and analyzes the bottleneck problem of the transformation process.After field visits,this is an opportunity to propose constructive countermeasures to promote the change in the functions of China's market supervision and management departments.This article conducts research on the reform of the bureau and takes the optimization of resource allocation as the starting point.It analyzes in detail the specific issues of functional changes.Mainly include:simply superimposed management model has become a stumbling block to the change of functions;lack of consistent convergence has become an obstacle to the change of functions;unsound cadre management mechanism has become a bottleneck to impede the change of functions;conflicts between territorial management and vertical management have restricted the function of market supervision on precise positioning.This study takes the optimization of resource allocation as the starting point,and optimizes the function of the market supervision department as a breakthrough point.Based on relevant experiences and lessons learned at home and abroad.It proposes practical countermeasures and suggestions to further deepen market supervision function changes:the first is to form a unified market supervision at the national level.The second is to straighten out the affiliation of the market supervision department.The third is to integrate the functions and functions of the market supervision and management department.The fourth is to use a scientific selection and employment mechanism to increase the enthusiasm of the grassroots;The fifth is to promote the market supervision and law enforcement system continuously and make the functionscom prehensiveness;The sixth is the result of the transformation of market supervision functions through the construction of informatization.
