Study On Providing Mode Of Low-income Housing Projects In Heilongjiang Province

Since the low-income housing project policy was put into effect in 2008,low-income housing projects have played a positive role in enhancing and improving the housing conditions of low-income groups with housing difficulties,increasing the effective supply of housing,stimulating domestic demand,expanding employment,regulating the real estate market,promoting steady and rapid economic development and so on.But with the ups and downs of the housing market in recent years,the effective provision of low-income housing has become the focus of attention.Because low-income housing construction starts late in China,the study on providing mode of low-income housing projects that is suitable for the actual development situation of our country is still in its infancy.Mainly from the aspect of the public value theory,with the analytic hierarchy process,the paper constructs the evaluation index system of providing mode of low-income housing projects and conducts the specific analysis research on the providing mode of low-income housing projects of Heilongjiang province.This paper first discusses the product properties of low-income housing projects and puts forward that the government promotes the construction of low-income housing projects in order to promote social equity.The providing mode of low-income housing projects of Heilongjiang province is determined including two aspects of the implementation and execution of results of 25 items detaied index based on the basic judgement and the analysis on the basis of summarizing other evaluation methods,according to the systematic,comprehensive,scientific,practical and operable principles,from the aspcet of the public value theory.With the analytic hierarchy process,the paper determines the index weights of each part of the evaluation model,calculates survey data,studies the features of three patterns of the providing mode of low-income housing projects.The analysis results show that the method of monetization is better than the public-private partnership model and the direct supply model of the government.Public-private partnerships are more effective than the mode of governmentdirect supply to economic society.The government's direct providing mode is a reflection of the government's incorrect view of political achievement and should be phased out.In Heilongjiang province,all levels of government and relevant departments should improve providing mode of low-income housing projects by means of unimpeded financing channels and policy support channels,coordinating and prmoting the designing plan and supporting construction as a whole,encouraging and improving providing model of the public-private partnership,vigorously promoting monetized resettlement way of shantytown renovation and so on.
