Research On The Evaluation And Improvement Of Affordable Housing Policy

As an important part of social security,housing security plays a huge role in meeting the basic housing needs of social members,effectively maintaining social equity in the field of housing distribution,and is also an important cornerstone for realizing the "Chinese Dream".At present,housing security is mainly embodied in two forms of physical rent and monetary lease subsidy.Physical allotment,namely government-provided indemnificatory housing,is the key to solving the housing problem.H city supports the construction and development of affordable housing,but H city in the process of affordable housing policy,generally focus on the task completed,often ignoring the safeguard object,namely people’s evaluation,and then show the affordable housing policy in practice the affordable housing project site selection,poor living conditions,property management,remote,And a series of problems such as the lack of basic public supporting facilities.Therefore,the study of affordable housing policy evaluation is of great significance to improving people’s satisfaction and sense of acquisition.Based on this research background,this paper combines the practical work of affordable housing in H city with the theory of public policy evaluation,and evaluates and studies the implementation effect of affordable housing policy in H city from the perspective of guaranteed objects.The main theoretical basis of this paper is public policy evaluation theory,urban renewal theory and new public service theory.This paper first summarizes the development history and implementation of the affordable housing policy of the State and H city.It can be seen from the self-evaluation performance indicators that H city thinks that the implementation of affordable housing policies is generally good,but the implementation needs to be further explored from the perspective of guaranteed objects.Secondly,this paper identifies the evaluation subjects as the guaranteed objects of indemnificatory housing in G district of H city,and they are the stakeholders of this policy.Thirdly,this paper uses AHP and fuzzy comprehensive evaluation method to build a policy evaluation model based on AHP.Under the condition of the proposed evaluation model,using the Delphi method and selection and classifying relevant evaluation index of literature research,the specific target layer,criterion layer and target,and finally establish the H city affordable housing policy evaluation index system,weight of each index in the hierarchy of system to do a certain degree classification and quantitative processing,which overall evaluation results are obtained.The research results show that the affordable housing policy evaluation of H city is qualified and satisfactory.According to the evaluation results,combined with relevant theories,the existing problems are analyzed,and relevant implementation suggestions are put forward from three aspects of policy feasibility,impartiality and effectiveness.For example,in the aspect of policy feasibility,it puts forward some implementation suggestions such as strengthening the early planning and design,broadening the channels of citizen participation,etc.In the aspect of policy impartiality,some suggestions are put forward,such as simplifying the application process of affordable housing,improving the information disclosure system,and strengthening the protection of vulnerable groups in housing.In terms of policy effect,some implementation suggestions are put forward,such as improving the quality of affordable housing and decoration,improving the living environment on the basis of living and living,improving the management level of property services,optimizing the accessibility of affordable housing and improving the construction of surrounding supporting facilities.Through the above three levels of suggestions,hoping that this research can provide some reference for the current situation and adjust of H city’s affordable housing policy evaluation.At the end of this paper,the future research is prospected.
