The public rental housing(PRH) is the key to the development of affordable housing with the rapid development in the 12 th Five-Year period.The prefabricated structure has been applied to the construction of public rental housing because of its high quality, fast construction speed and environmental protection. In the early stage development of the industry in the current stage, the prefabricated public rental housing dominated by government investment fail to give full play to the advantages of prefabricated structure in practice, due to the lack of effective management system. At the same time, the prefabricated public rental housing construction faces the factors such as time constraints, high construction cost, construction management and so on.This thesis illustrates the difference of the technology of the prefabricated structure between China and foreign mature technology countries in the standardization and diversity, universality and technical standards of completeness. It is worth drawing Hong Kong successful management experience from policy and perfect quality system in prefabricated structure of Public Rental Housing construction.This thesis systematically expounds the basic theory of risk management, explains the definition and characteristics of the risk of prefabricated structure, and mainly introduces the methods of risk identification, risk estimation and risk assessment.The construction of PRH depends on decision and management of the government as the government investment projects, but also contains the technology risks of the prefabricated structure. This thesis generates its own and risk characteristics of the prefabricated public rental housing project. Through the analysis of construction of prefabricated public rental housing in Shenyang, this thesis explores what causes the problems in the construction of prefabricated public rental housing and provide the basis for risk analysis.Combined with the example of a new prefabricated structure of public rental housing in Shenyang, the risks are analyzed from macro level to micro level of construction phrase. The macro level includes macro environment, industry development analysis, stakeholder analysis and technology application of prefabricated structure for the project. The expert investigation method and RBS are used to identify the project risks. The analytic hierarchy process is chosen to valuate quality risk, schedule risk and cost risk in the construction phase of the project. The high rate of prefabricated concrete is the most important risk factor of the project. The idea of the integrated management is put forward, including the whole course of production, hoisting, installation, transportation, and storage of the precast concrete component. The measures are taken to corresponding risk response, risk control and the implementation of safeguards. Through the analysis of the development of the prefabricated structure industry and the project system itself, this thesis describes the risk management of the prefabricated public rental housing. According to Loss Control Theory, the importance of people at risk loss control is proposed.The suggestions are proposed on the applications in the precast fabricated structure of the PRH. The construction of the prefabricated PRH should be steadily pushed forward and reasonably determined the construction scale and prefabricated rate.
