Research On The Countermeasures Of Standardizing Public-Private Partnership (PPP) Model

Since 2014,PPP model has been developing rapidly in China.However,with a series of policies to regulate the operation of PPP model in 2017,It means the end of the high-speed development of PPP model in the past 4 years.So,how to operate the PPP model more standardized will be the main problem we need to consider.This article conducts research on the issue of regulating the PPP model,using literature research methods,comparative analysis methods,case analysis methods,based on theories of public goods theory,government failure theory,and public governance,take the city of ulanqab as example,puts forward some countermeasures to further standardize the implementation of PPP project.First of all,we need to formulate the laws and regulations in the field of PPP to provide legal protection.Secondly,we should innovate the management mechanism,and set up a unified regulatory agencies to provide organizational protection.Third,we must standardize the behavior of government financing to provide financial protection.In addition,we have to choose the best social capital,strengthening project supervision and professional capacity building,to improve the quality and efficiency of public service provision.Only by standardizing the implementation of the PPP model can we accelerate the transformation of government functions,optimize the national governance system,and improve the scientific and modern governance capabilities.
