With the rapid development of urbanization in China,it is increasingly difficult for the construction of urban infrastructure projects to meet the needs of people's lives.The further development of underground utility tunnels with intensified pipeline management and scientific management is a problem that needs to be solved urgently.Scientific investment decision-making choice is the key to decide the healthy and smooth promotion and development of underground utility tunnel.In order to make scientific and effective financial decision-making choices,based on a large number of reading,collating and summarizing relevant research literature,this paper proposes a method combining SWOT analysis and analytic hierarchy process to qualitatively and quantitatively analyze relevant factor indicators for investors.Provide more accurate and scientific decision-making basis to achieve the best investment decision-making results.This paper first analyzes the development status,decision analysis theory and commonly used investment decision-making methods of China's underground utility tunnels projects,and points out the deficiencies of the traditional investment decision-making methods,and clearly applies the SWOT analysis method and the AHP method to integrated management.The necessity and feasibility of the investment decision-making link of the underground utility tunnels;Secondly,combining the advantages and disadvantages of the underground utility tunnels,and the opportunities and threats of constructing the surrounding environment in the underground utility tunnels,the SWOT Analytical Hierarchy Model is constructed,and the analysis,evaluation and comparison of various factors are conducted.According to the weight values of each factor's index,decision makers make corresponding investment decision-making choices according to the degree of influence of different factor indicators on investment decision-making;Then,using the underground utility tunnels investment decision of a city as a case,the SWOT level analysis model is applied practically.The analysis of relevant weight values provides a theoretical basis for the investment decision-making of a underground utility tunnels in a city.It also verifies the feasibility of the analysis method for underground utility tunnels investment decision issues,and also provides a reference for subsequent theoretical research.Finally,according to the conclusions of this article,and tothis article It was to be desired contents of a brief analysis with a follow-up study to further improve the investment decision-making model of underground utility tunnels.The related work completed by the paper provides a new idea for the investment decision-making of China's urban underground utility tunnel,and has certain theoretical and practical significance for advancing the construction and development of national basic projects.
