Since the reform and opening - up, China's economy has developed rapidly. However, with the development of cities, there is a conflict between the expanding urban space and the short land resources, which will deepen the conflict by the 50% 60% of urbanization level of China in the mid-21st century. Therefore, the exploitation and utilization of a new living space - underground space - are needed. The 21st century is considered as "an era of underground space" in the world. The utilization of underground space is an important supplement of land resources and an effective measure to improve the urban environment. In addition, it could resolve the crisis of urban transportation and energy.At present, the utilization of underground space is characterized by subways construction in China, so each key city has worked out a medium and long-term planning. In this paper, the decision making methods of subway program is analyzed. Because the decision of subway program is a complex system with qualitative and quantitative problems, in this text the decision is analyzed with a method of multiplayer fuzzy synthetic evaluation model in terms of economy, environment, society and engineering geological condition. The weight coefficient of each factor is determined by analytic hierarchy process. The decision analysis model and related parameters are modified by the 2nd phase of Beijing Subway No.10 project and southward line of Nanjing Subway No.1 project in order to ensure the correctness, effectiveness and stability of the decision making methods. Multiplayer fuzzy synthetic evaluation model and analytic hierarchy process are combined organically to evaluate urban subway projects effectively and reasonably and offer a reference to decision makers.The subway project decision evaluation software is programmed. Through demonstration, it gives an introduction how to use this software to facilitate the decision-makers to use.
