Research On Flexible Employment Pension Insurance In Anxi County

During the 40 years of the rapid development of socialist market economy in China since its establishment,it has been accompanied by lots of changes,such as the development of new industrialization,the optimization and upgrading of industry,the adjustment of three industrial structures,the advancement of enterprise restructuring,the enrollment expansion in domestic universities,as well as the independent entrepreneurship encouraged by our country,therefore,many people are forced to devote themselves to informal employment actively or passively because of the changes,including a number of laid-off workers,new labor force,freelancers,self-employed workers,migrant workers,college graduates.Flexible employees came into being,with growing number.Flexible employment has not only alleviated social employment pressure,but also contributed to the development of national economy.Nevertheless,their old-age care issues can't get guaranteed,with less of them covered by the endowment insurance.Therefore,it is the responsibility of the government to properly deal with the pension security issues of them.The empirical study on the issue of the urban employees basic endowment insurance coverage of flexible employees in Anxi County was conducted in this article,with Anxi County as the research object,the theory of Marx's social security,the theory of the equalization of social security,as well as the theory of social equity as the basis.Firstly,the relevant issue of the research subject was explained,with the clarification of its background and significance,the current situation of research on flexible employees endowment insurance at home and abroad was combed,besides,the research content and methods,technical route and innovations were introduced,and the relevant concepts of flexible employees,urban employees' basic endowment insurance were defined.Secondly,the current situation of their urban employees basic endowment insurance coverage was analyzed through questionnaires,it was found that it featured low endowment insurance coverage,serious out-of-guaranteed insurance,unfair existing insurance coverage policies,fragmented system,weak enforcement ability of the social insurance agencies,etc.Through the analysis of the causes of the existing problems,it was demonstrated that except for the urban employees basic endowment insurance system,there were other causes like the flexible employees themselves as well as the endowment insurance agencies.Finally,on the basis of the experience from other domestic cities including Shanghai,Zhongshan,and Hubei,the corresponding suggestions for optimizing the flexible employees' urban employees endowment insurance coverage in Anxi County were put forward combing with the actual situation there,including how to motivate them for the endowment insurance coverage,improve the management ability of the endowment insurance agency,establish the supporting mechanisms related to them,innovate the old-age care model,and promote the diversification of old-age security.Hopefully through the study of this article,it can provide certain reference for the government in formulating relevant policies.
