With the economic globalization and industrial structure upgrading, the original pattern of employment in China, the main form of which is working in state-owned and collectively-owned enterprises, has changed greatly. New flexible forms of employment, including part-time jobs, temporary employment and dispatched work, have been developing quickly. However, the present insurance system for the old-aged is built on the former economic structure and designed for the former pattern of employment, so that it can't fit into the present employment structure. At the background of building a overall well-off society, it's necessary to develop a new pension insurance system which can cover the laborers of flexible employment in order to achieve the goal of providing security for all the people.Based on the pension insurance-related theories about flexible employment, this paper analyzes the advantages and disadvantages of the current pension insurance policy, compares the developing process of the flexible employment pension insurance in foreign countries, and studies the possibility of establishing China's flexible employment insurance system. All the attempts are made to design a new frame for China's flexible employment pension insurance.
