The Evolution And Evaluation Of China's Digital Content Industry Policy

Because of the popularity of the Internet and information technology constantly updated,it is comprehensive development and utilization of traditional resources,and carries on the packing,the formation of new services and products,has formed the current highly developed digital content industry.The changing digital content industry has not only promoted the upgrading of traditional industries,but also created great economic benefits and increased employment opportunities in the society.Because of the high added value,digital content industry has been regarded as a new economic growth point in the world,which is highly concerned by governments.In march of 2006,China issued a"national economic and social development of the eleventh five-year plan outline,for the first time in national documents mentioned the term" digital content industry ",in a variety of government's file,"digital content industry" is frequently mentioned.In the outline of the 12 th five-year plan issued in March 2011,the "digital content industry" is still in the list.In 2012,the new business model of culture appeared in the statistical standard of the"classification of culture and related industries",which was recently formulated by the bureau of statistics.The new formats of culture include value-added telecom services,games and animation design and production in digital content services.Since the beginning of this century,the digital content industry has developed more rapidly,becoming the fastest growing and most popular industry,and has received high attention from academia and industry.On December 19,2016,the state council promulgated the"13th five-year plan" for the development of strategic emerging industries.In the development planning in the five new pillar industry,including biological industry,advanced manufacturing,green low carbon industry,new information technology,the digital creative industry,this also is the new hot spot in the planning,wide attention from society.System introduced in this paper the basic concepts and theory of digital content industry,policy on digital content industry in two five-year plan(2006-20150)analyzed the evolution and the current situation of the development of the policy,and with the digital content industry's own characteristics and law of development,thecombination of in view of the digital content industry,established the evaluation index system of digital content industry competitiveness index,the comprehensive evaluation method was used to analyze the competitiveness of digital content industry in China is studied.The results show that compared with the "eleventh five-year plan",China's digital content industry has significantly improved its competitiveness during the 12 th five-year plan period,and the innovation index is its core competitiveness.At last,the author puts forward some feasible suggestions for the development of digital content industry in China.
