Nowadays,industrialization has become an important driving force for China’s social and economic development.However,for a long time,it is the low-cost industrial land and relatively extensive land use mode that sustain the industrial development.Limited by 1.8 billion mu of arable land minimum,stock construction resources with inefficient utilization is inevitably unsustainable.In this case,redevelopment of inefficient industrial land has become the key topic in the course of urbanization.Under the increasingly prominent threats of unsettling dearth of land resources and industry upgrading,the connotative development of stock land guided by the redevelopment of inefficient industrial land is a significant way to drive transformation and upgrading and improve quality and efficiency.Based on the background,this thesis conducts comprehensive evaluation on typical inefficient industrial land of Xuzhou High-Tech Industrial Development Zone.The research relies on intensive utilization evaluation of development zone and investigation projects of industrial land in Jiangsu province.Methods employed in the thesis are literature research,survey,qualitative and quantitative analysis.On this basis,the redevelopment potential of inefficient industrial land in Xuzhou High-Tech Industrial Development Zone is divided into scale potential and economic potential.Then the author estimates the redevelopment potential of inefficient land by considering both the comprehensive reform and realistic conditions.Some countermeasures and suggestions are proposed to redevelop the inefficient industrial land based on the practical situation of the development zone and long-term development program of Xuzhou City.The main findings of this thesis are listed as below.(1)Construct the evaluation index system of inefficient industrial land from the perspectives of intensive utilization,compliance of land use,development prospect of enterprises and land-use structure;(2)Divide the industrial land into 4 types,namely efficient and intensive utilization,moderate utilization,general inefficient utilization as well as inefficient and extensive utilization by using the method of natural discontinuities classification,and use deviation extreme value model to test the rationality of industrial land utilization types division;(3)In the research,Only 4 places of the industrial land are intensive utilization type;20 are moderate utilization type,26 are general inefficient utilization while 17 are inefficient and extensive utilization type.The overall development of industrial enterprises in Xuzhou High-Tech Zone is good.However,there is still a gap between the Zone and the national advanced development zones,and the demand for redevelopment of industrial land is urgent;(4)Based on the comprehensive transformation,the typical inefficient industrial land in Xuzhou High-Tech Industrial Development Zone has larger scale potential and economic potential;based on the real transformation,the area of vacant land and reformed land to be redeveloped is rather small.The redevelopment potential relies more on the improved land use intensity.Whether it is based on comprehensive transformation or starting from the actual conditions,it is feasible to tap the potential of inefficient industrial land;(5)Establish a sound admittance and retreat mechanism of industrial land project;promote internal potential and revitalize the stock of land;work out a programme for redevelopment of inefficient industrial land;set up a linkage mechanism for quantitative assessment,rewards and punishment of industrial land project;strengthen full-course supervision system of industrial land project;implement supporting safeguard measures of redevelopment of inefficient industrial land.These are effective methods to regularly and orderly redevelop inefficient industrial land. |
