| With the improvement of China’s economic level and rapid urbanization process,the demand for construction land is also expanding,but the basic national condition of more people and less land,the land use mode of extensible expansion has been aggravating the excessive consumption of land resources and ecological environment deterioration,and the rough use mode has produced a large amount of low-utility land,and the conflict between human and land is increasingly prominent.In this situation,it is necessary to change the traditional land use method of disorderly expansion and move towards the redevelopment mode of internal tapping,and it is imperative to shift the incremental addition method to the stock subtraction method of utilization.Therefore,how to tap the potential and revitalize the stock of construction land,optimize the land structure,and promote the sustainable development of the city is a major problem that needs to be solved.Based on this,this study firstly analyzes the progress of low-utility land research at home and abroad and explores the theory and connotation of low-utility land,and takes Suichuan County,a less developed area,as the study area.Spatial characteristics analysis-suggestions for optimal layout",we try to construct a low-utility land evaluation index system from the perspective of human-land relationship by introducing the concept framework of"pressure-state-response",and evaluate the low-utility land in Suichuan County.The main findings of this paper are as follows:(1)From the overall scale of low-utility land,there are 470 pieces of low-utility land in Suichuan County,with an area of 270.89hm~2.The overall scale of low-utility land in Suichuan County is large,and there is great potential for redevelopment of low-utility land.(2)From the evaluation results of different types of low-utility land,Suichuan County has the largest area of low-utility villages,with an area of 125.73hm~2,accounting for46.41%;the second largest area of low-utility towns,with an area of 82.84hm~2,accounting for 30.39%;and the smallest area of low-utility factories and mines,with an area of62.32hm~2,accounting for 23.01%.The inefficient villages are mainly distributed in Quanjiang Town,Yutian Town and Cao Lin Town,and most of them are urban villages,while the spatial distribution of other towns is scattered;inefficient towns are concentrated in Quanjiang Town;inefficient factories and mines are mostly distributed in the park of Yutian Town.(3)From the results of the determination of different uses of low-utility land,the largest number of low-utility land in Suichuan County is residential land,mainly distributed in Quanjiang Town and Yutian Town,with the least number of other sites and more distribution of low-utility land for public administration and public services in the central city.There are 59 pieces of inefficient factory and mine storage land with an area of62.32hm~2,accounting for 23.01%,mainly distributed in Lingbei Industrial Park.Based on the three types of low-utility land,combined with the evaluation results of urban low-utility land,spatial distribution characteristics and the development direction of Suichuan County,we propose a diversified model of participating subjects:government-led development,market-led participation,and public transformation;redevelopment strategies by type of zoning:"old city evacuation area and marginal gathering area"redevelopment of low-utility towns,"gathering and upgrading,suburban integration,characteristic protection,relocation and evacuation"redevelopment mode for low-utility villages,and industrial layout and industrial preference redevelopment strategies for low-utility factories and mines.The redevelopment strategy is divided into different categories:"old city evacuation area and marginal agglomeration area"for low-efficient towns,"agglomeration and upgrading,suburban integration,characteristic protection,relocation and removal"for low-efficient villages,and industrial layout and industrial preference for low-efficient factories and mines;the five aspects of administrative guarantee,planning guarantee,financial guarantee,policy guarantee and supervision guarantee are proposed to guarantee the operation mechanism for the subsequent redevelopment of low-efficient land.It also provides suggestions on the operational mechanism from the aspects of administrative guarantee,planning guarantee,financial guarantee,policy guarantee and supervision guarantee,which will provide reference for the subsequent redevelopment of low-efficient land. |
