As an important component of strategic emerging industries,the development of high-tech enterprises has received widespread attention from the government.Since innovation is the core development factor of high-tech enterprises,it has gradually become the focus of economic competition.The "Thirteenth Five-Year Plan" and "Made in China 2025" have proposed a development strategy with innovation as the core of growth.The improvement of innovation ability and leap-forward development not only rely on the input of innovation factors,but also rely on the improvement of innovation efficiency.Objectively analyze the development status of innovation efficiency of high-tech enterprises in various provinces and cities in China,and take targeted measures to solve the problem of unbalanced development of innovation efficiency,so as to achieve an overall improvement in the level of innovation and efficiency.It provides new research ideas for the evaluation of innovation efficiency and provides scientific guidance for the formulation of high-tech enterprises' innovation and development policies.First,the related theories of high-tech enterprises and innovation efficiency were introduced.And on the basis of analyzing the status quo of the input and output of high-tech enterprises' innovation,the key problems in the innovation and development of China's high-tech enterprises have been identified.Next,based on the existing research results in this field,the evaluation index system of innovation efficiency of high-tech enterprises in our country was initially determined.And the GEM,Pearson's method,and coefficient of variation coefficients were used to filter out indicators with high key,weak correlation,and strong discrimination.The index for evaluating the innovation efficiency of high-tech enterprises in China was constructed.Third,using the DEA-BCC and CCR models to measure the innovation efficiency of high-tech companies in each province and city,and compare and analyze the innovation efficiency before and after eliminating environmental factors.The comprehensive technical efficiency has dropped dramatically,indicating that the efficiency of innovation has appeared imaginary before eliminating environmental factors,and the adjusted efficiency values can more truly reflect the level of innovation efficiency of high-tech companies in each region.The adjusted provinces and cities are all in a state of increasing returns to scale,indicating that the lack of innovation scale is the key to the low efficiency of innovation.In addition,the stochastic frontier analysis(SFA)is used to analyze the influencing factors of China's high-tech companies' innovation efficiency.The results of the study show that government funding has a negative impact on the reduction of redundancy in innovation input factors of high-tech enterprises.And regional economic development,regional competition,and market openness can significantly promote the innovation efficiency of high-tech enterprises in China.Finally,the corresponding countermeasures are proposed from the aspects of increasing the input of innovation resources,giving full play to the role of government support,expanding market openness,transforming the type of innovation and perfecting the innovation service system to improve the efficiency of China's high-tech enterprise innovation.
