High-tech enterprises have always occupied a pivotal position in national innovation activities.On the one hand,because of their production and operational characteristics,high-tech enterprises must use innovation as a basic and key resource for their development,and they are therefore the main force behind national innovation activities;on the other hand,they are the leaders of policy support in the overall structure of national innovation activities.From a macro and long-term development perspective,the innovation efficiency of high-tech enterprises is not only directly related to the innovation capability of the enterprises themselves and affects their survival and development,but also to a certain extent affects the innovation development of the country.Therefore,it is very important and urgent to actively explore and study the innovation efficiency of high-tech enterprises,find and observe the key factors affecting the innovation efficiency of high-tech enterprises,and provide empirical research countermeasures that can be referred to for the innovation development of high-tech enterprises and even the country.The industry represents the average level of enterprises,and studying the innovation efficiency of high-tech enterprises at the industry level helps to explore the average level of innovation efficiency of high-tech enterprises,and studying high-tech enterprises individually has certain limitations.Therefore,this study is based on two perspectives,namely radical innovation and incremental innovation,to measure the innovation efficiency of high-technology enterprises in China at the industry level statically,dynamically and in two stages of shared input,and to establish a Tobit model to investigate the factors influencing the innovation efficiency of high-technology enterprises,so as to propose countermeasures.Specifically,this study firstly analyses the static efficiency and dynamic efficiency of high-tech enterprises from the perspectives of radical innovation and incremental innovation,and compares the efficiency differences under the two perspectives;secondly,applies the two-stage model of shared input data envelopment analysis to conduct measurement analysis based on two perspectives of radical innovation and incremental innovation respectively,and classifies them at industry level;fourthly,conducts a high-quality literature Fourth,an inductive study was conducted to seek the influencing factors of innovation efficiency,and a Tobit regression analysis was conducted with shared input phased efficiency as the explanatory variable and innovation efficiency influencing factors as the explanatory variables.The findings of this study: firstly,in terms of static innovation efficiency,scale efficiency and pure technical efficiency are the main limiting factors for radical and incremental innovation respectively.Secondly,in terms of dynamic innovation efficiency,the trends of total factor productivity changes and its decomposition indicators under radical and incremental innovation are more or less the same.From the efficiency analysis,it can be concluded that the main contributing factors to the total factor productivity growth of radical and incremental innovation are the change in the efficiency of technological progress and the change in technical efficiency.Thirdly,in terms of efficiency by stage,the pharmaceutical industry as a whole is of the low R&D and low conversion type;the computer and office equipment manufacturing industry has a relatively high conversion capacity under radical innovation;the electronic and communication equipment manufacturing industry basically has a high R&D capacity under the radical innovation perspective;the medical instrumentation and instrumentation manufacturing industry has a low conversion efficiency under both perspectives.Finally,in terms of factors influencing innovation efficiency,government support,industry agglomeration and innovation climate play a key role in influencing both radical and incremental innovation,while enterprise size only plays a key role in influencing the transformation efficiency of radical innovation.Only the innovation climate is a positive influence,while all other key influences are inhibitory.
