Food is the material basis for human survival and development.Eating safely and eating safely is the most basic requirement for food safety and the guarantee of people's health.However,as China is in the period of social transformation,a series of food safety incidents have occurred in recent years.At present,an undeniable fact is that food safety risks and the resulting safety incidents have become one of the many social risks in China.If the responsibility of stakeholders in all links in the food supply chain system is clear,and the stakeholders return to the "origin" of the responsibility,it may be possible to find the basic path to control the risk of food safety.In view of this,we must adhere to the "most stringent standards,the most strict supervision,the most severe punishment,the most serious accountability" to guide the risk management of food safety,strictly control every line from farmland to the table,and try to solve the sudden problems of the people's general concern and constantly improve the risk of food safety.The ability to govern and the level of security.On the basis of literature research and combing related theories,taking pork as a case,from the perspective of pig farmers and pork consumers,this paper selects Funing County of Jiangsu province to carry out a survey,and uses the two level scale analysis(Best Worst Scaling),combined with random utility theory and mixed Logit model(Mixed Logit Model).The responsibility assignment of the stakeholders in the pork supply chain system.The results show that pig producers and pork consumers believe that feed producers and suppliers should bear the greatest responsibility for the quality and safety of pork.In general,the responsibility of the stakeholders in the pork supply chain system in the quality and safety of pork is as follows: feed production and suppliers,pig farmers and scale farms,pork processing workshops and pork processing enterprises,slaughterhouses,supermarkets,farmers' markets,pig transportation and consumers.Based on the research conclusion that feed production and suppliers should bear the maximum responsibility for the quality and safety of pork,this paper continues to study the main factors that affect the feed quality by observing the feeding behavior of the pig farmers by observing the cost and loss of the pig feed.As a decision maker for feed use,the feed selection behavior of pig farmers affects the overall benefit of the feed market to a certain extent,and then affects the quality and safety of the feed.The results show that the factors affecting the safety of feed quality include the age of the pig farmers,the educational background,the proportion of the cost of the pig feed,the amount of the column,the standardization of the production and storage environment,the use of the prohibited drugs and the use of the additives.The results further show that the probability of the pig farmers to choose medium and high quality feed generally is higher with the proportion of the pig breeding cost,the amount of feed,the standardization of production and storage environment and the standardization of the use of additives.Pig farmers are more likely to choose low quality feedstuffs because of the increasing age of households.
