Agriculture,rural areas and farmers has always been a major concern of the government.Especially farmers' shortage of funds and loan difficulties have restricted their production and operation,which has affected the overall agricultural development.This dilemma needs to be solved.With the transfer of land management rights and mortgage loans,it will undoubtedly provide new ways for farmers to get loans,and also provide a strong guarantee for banks to issue loans.So far,the land management right mortgage loan applications for the pilot work has been carried out in the domestic part of rural areas,from the pilot rural situation,land management right mortgage loan is a greater impact,to promote agricultural development,promote rural economic stability,help farmers escape poverty has a positive effect.Therefore,this paper further evaluates the performance of the land operation right mortgage loan from the perspective of farmers,and further studies the impact of the loan mode.In the hope of putting forward some problems and suggestions for the further promotion of the land management right mortgage loan in rural areas.In this paper,375 households in Muling City of Heilongjiang province as a sample,the use of OLS multiple linear regression model from the perspective of demand for land management right to evaluate the performance of mortgage loans and farmers according to their percapital net income levels are further divided into Low-income and high-income level farmer two types of comparative study,and strive to more fully study the performance of the land management right mortgage loan.The results show that the land management right mortgage loan has achieved good performance.The mortgage loan of land management right has increased the income level of farmers,especially for the low-income households,the effect is more significant.In addition,judging from the status at present,the mortgage loan of land management right has improved the availability of credit and credit satisfaction of farmers,enhanced the expectation of farmers' loan and repayment ability,and improved the status of production and operation and the income level.It is helpful to solve the problem of insufficient production fund of farmers,and the overall satisfaction of farmers on the mortgage loan of land management right is higher,which has achieved good results.Judging from the current bank default rate,the default rate of mortgages on land management rights is the lowest among all rural loan types,helping banks to control their loan risks.Finally,according to the conclusions of the above research,put forward some suggestions and suggestions,such as advising banks to improve township basic office facilities,or learning advanced areas to provide credit workers with convenient portable mobile office equipment."It is recommended that township governments,apart from setting upconvenience loan service points,arrange special staff to work with banks to do their best to help improve work efficiency.Township governments and banks can jointly promote and educate farmers on rural loans in the winter after the busy farming season.As far as the use of loan funds by farmers is concerned,banks should take full control of risks and do a good job in post-lending.Bank approval process,the bank can learn from advanced regions and summed up a relatively complete set of operational processes,standardized management.
