In 2013,May of the year,Prime Minister Li Keqiang proposed the construction of the China-Pakistan Economic Corridor project when he visited Pakistan.The proposal was warmly welcomed in the high level of Pakistan.In virtue of Pakistan superior geographical position,rich natural resources and maintain good long-term bilateral diplomatic traditions,Pakistan Economic Corridor will be defined as one flagship model project of “The Belt and Road" initiative.In 2015,China-Pakistani relations were upgraded to a strategic cooperative partnership of all-weather,which further consolidated the foundation and soil for cooperation in the construction of the China-Pakistan Economic Corridor.At present,the construction of the China-Pakistan Economic Corridor is at an unprecedented strategic opportunity: First,from a strategic point of view,the China-Pakistan Economic Corridor as one of the six economic pillars of the “One Belt and One Road” initiative will be a key hub for the land-sea Silk Road..Second,from the perspective of the needs of both China and Pakistan,on the one hand,from the perspective of China,the “One Belt and One Road” initiative as the national top strategic plan put forward by the Chinese government is an important measure aimed at building a community of neighboring fortunes,and China is in need.The key period for economic structural adjustment and partial industrial transfer is on the other hand.On the other hand,from Pakistan's perspective,the main reasons for the long-term economic sluggishness in the country are the backwardness of infrastructure,the backwardness of transportation networks and the lack of strong capital input.The economies of China and Pakistan are highly complementary.Third,from the perspective of the international environment,the proposal to create the "China-Pakistan Economic Corridor" is in line with the needs of the current world economy that calls for a new economic growth point.Moreover,the exchange of high-frequency terms between the heads of state of the two countries andtheir good diplomatic traditions as heads of state are the strong political support for the establishment of the China-Pakistan Economic Corridor.In addition,the Silk Road Fund funded by the Chinese government and the smooth financing of the establishment of the AIIB have provided sufficient economic support for the construction of the China-Pakistan Economic Corridor.The closeness of geopolitical intimacy,stable strategic mutual trust,and the integration of economic development strategies have contributed to the two countries' strong desire to jointly create the China-Pakistan economic corridor.The India-Pakistan conflict,terrorism lingering in South Asia and Afghan refugees are the main external causes of the current poor investment environment in Pakistan.At the same time,there are still unfavorable factors in the construction of the China-Pakistani Economic Corridor in Pakistan,such as lack of energy resources,backward infrastructure,unrest in the political situation,and rising national separatist movements.The major obstacles and potential risks that will be faced in the construction of the China-Pakistan Economic Corridor should be targeted and broken down one by one in the process of construction,starting from the following aspects.First of all,in politics,we will continue to deepen and develop China-Pakistan all-weather strategic cooperative partnership and establish a multi-level dialogue and integrate mechanism that covers all social strata.Second,economically expanding the benefits-benefits face,balancing investment in Pakistan's provinces,and promoting targeted infrastructure development.Third,we must work together with Pakistan to crack down on regional terrorism and optimize and stabilize Pakistan's investment environment.Fourth,China must maintain strategic strength and endurance,review the situation and adjust project planning and landing promotion,and comprehensively balance costs and benefits.
