Large-scale project construction needs huge capital investment,and construction period is long.Project construction progress,cost and quality are the core of harmonious and unified.Reasonable planning budget through the value engineering theory,and by setting up monitoring stations in the process of project implementation,collecting relevant data,using the theory of earned value management is the recognition of the industry,project control and regulation through the feedback component and the overall project earned value management of dynamic data can be accurate grasp of the construction of the project on schedule and cost,the project manager has a certain reference value.This paper systematically describes the progress and cost control in project management theory,method and its research status quo,and a non-ferrous metal smelting enterprises APT project construction in gan zhou as the research object,this paper introduces the characteristics and advantage of APT project,using the theory of value engineering to optimize input and use of funds,make the project investment more reasonable,at the same time satisfy the project functional both the efficiency of funds.Final project investment budget changed from the original 137 million yuan to 143.75 million yuan,according to the functional index has been clear about the metal workshop and workshop for the construction of key mixture,further analyzes the four bidding unit construction scheme,finally selected C units as project construction units.Meanwhile,In the construction phase,the sub-task work breakdown structure of APT main plant construction project will be firstly carried out,and finally 6 work packages will be covered.Project has been for 14 months,by setting the monthly and quarterly as monitoring stations,the APT 6 subordinate workshop project construction schedule and 14 months before the actual costs of statistical analysis,using the earned value management evaluation of the project cost and schedule deviation in the process of implementation,puts forward the corresponding improvement measures.Through the development of a multi-level and controllable schedule,the overall process requirements of the project and the specific objectives of each sub-project are clarified.Combined with project management software,can realize to the project schedule and cost tracking,using a cause and effect diagram analysis deviation causes for schedule and cost,provide targeted control measures for the project management team.The related parameters of the first 14 months were calculated,the PV was 11762.5,AV was 10635,and EV was 11363.The project has been carried out to 728 so far,indicating that the actual cost of the project is 7.28 million yuan,and the cost input and performance output control are better.Similarly,the SV is 399.5,indicating that the current project progress exceeds the schedule.The CPI value is about 1,and the cost performance is good;The SPI value is about greater than 1,indicating that the progress of the project is advanced.Without any corrective measures under the condition of the completion of the project total calculation for 131.53 million yuan,total corrective measures after the theoretical calculation value of 123.65 million yuan,the analysis of the causes of deviation and proposes the corresponding cost control strategy.Value engineering theory and earned value management method can in construction engineering project management play a guiding and corrective action,control of the project has important guiding significance and practical value.
