In the post crisis era, with the increasingly fierce competition,the communication industry is walking into the low profit era. Therefore, Company Y must reduce the cost to the most appropriate level to survive in the communication industry. In this paper, Earned Value Analysis Method is used to control the cost and the schedule in the management of Project Z. It overcomes the defect caused by which the cost and the schedule are separately managed in Company Y. It is of important practical significance to study this issue.This paper first analyzes the relation between the cost and the schedule as well as the status of the separation of control in the current construction management in Company Y. Then the Earned Value Method and the Network Planning Technology are introduced into the Integrated Method to construct an Integrated Model for Project Z. And the model is implemented in Project Z in Company Y, The result of this study is proved through practice that the combination of the Earned Value Method and the Network Planning Technology provides a workable approach for the effective application of Integrated Method in communication projects in which the resources are relatively fixed and works great ups and downs with time.The feature of this study is that the Earned Value Method is introduced into the construction management in Company Y. And the Integrated Method is used in Project Z to achieve the goals. The results of this study not only provide a workable new approach to which the Earned Value Method and the Network Planning Technology are effectively applied to the integrated control in communication projects in Company Y, but also have some practical significance and practical value in promoting the integrated control level of Project Z and making Company Y more adapted to the market economy development in the fierce market competition.
