In thel990s, the sustainable development strategy witnessed global implementation, while circular economy and industrial ecology development were promoted in developed countries worldwide. Industrial Ecology is a concept of new industries development and industrial development model under theoretical guidance of industrial ecology. With ecological crisis growing, the status and role of industrial ecology gets more important and increasingly prominent; promoting industrial ecology has become trendy in developed countries, and dominant in international industries. Industrial Ecology is, in the essence, ecological industrial system, in accordance with the natural ecological laws and the laws of economic co-ordination of industrial activity, modeled on natural ecosystems cycle model to construct industrial ecosystem, to realize ecology of the whole industrialization process, aimed at improving the efficiency of resources use, reducing waste emissions, recycling of resources, so that resources and energy achieve optimal cycling and minimum emissions of waste within the industrial ecology systems, for an ideal coupling of industrial ecosystem and natural ecosystem. Industrial ecology patterns are reflected at the micro level of cleaner production, the meso level in building eco-industrial parks, and the macro level in the national eco-industrial development strategy mode selection and management legislation, with ecology, green philosophy running through them. Industrial ecology model requires the use of natural ecological resources in environmentally friendly manner, gives full play to the indispensable role of ecology, and ensures the realization of industrial ecology in economic activity.In academia, foreign scholars focus on the theory and practice of industrial ecology research, while existing domestic research explores only industrial ecology concept, connotation, and approaches. To deal with the inadequacy of the existing research, from the perspective of ecological carrying capacity, on the basis of comprehensive combing of the relevant literature, in light of ecological carrying capacity theory, industrial ecology theory, ecological economic theory, circular economic theory, and resources and environment economic theory, the author of this paper has conducted field research in the San Jiangyuan ecological function areas under the jurisdiction of 21 counties, through field interviews, discussion visits, questionnaires and other ways, for the comprehensive collection required in this study since 2000 when the San Jiangyuan Nature Reserve was established. On the basis of all precious first-hand raw data and picture data for 14 consecutive years (2000-2013) from 21 counties in the San Jiangyuan ecological function areas, analyses have been performed first on the natural ecological status characteristics of the San Jiangyuan ecological function area, economic and social development status and characteristics of the main problems. Then from the perspective of ecological carrying capacity, in light of the analytic hierarchy model (AHP), the system coordination degree model, the comprehensive index model and ecological footprint model, actual calculations have been done on the ecological carrying capacity of the 21 counties in the San Jiangyuan ecological function area for a length of 14 consecutive years, with analysis on the changes in ecological carrying capacity of the San Jiangyuan ecological function area; and with cluster analysis with the ecological carrying capacity indicators as standard, selectable Industrial Ecology development models are proposed for the different ecological regions in the San Jiangyuan ecological function areas. With the application of system dynamics (SD) model, and resorting again to the perspective of ecological carrying capacity, Vensim model simulations were carried out on regional ecological carrying capacity in the selectable industrial ecology modes in the San Jiangyuan ecological function area; and by comparing the changing mode in ecological carrying capacity before and after adoption of the industrial ecology models, mode selection correctness of industrial ecology in the San Jiangyuan ecological function area is verified, and industrial ecology models evaluated before the author arrives at the main conclusions and suggestions.This paper argues that, Ecology as a third hand restricting economic development, although the growth rate of the industrial economy can not decide, but it can control the growth rate of the industrial economy. Ecology directly determines the length and quality of the total economy of the industrial chain, because the total economy depends not only on the strength and energy of government and market two hands, but subject to the ecological carrying capacity and ecological capacity.ln such an ecological function area as the San Jiangyuan of extremely fragile ecology, and unique biodiversity, where ecological carrying capacity is limited, respect must be paid to the comparative advantages of natural productivity and control of ecology as the third hand, in constructing eco-industrial systems, selecting industrial ecology mode; according to the size of the natural ecological carrying capacity, the San Jiangyuan County clustering ecological function areas, divided into key protected areas, protected areas and undertake the transfer of the general development zone three eco-regions; three types of industrial ecology development models should be selected:industrial ecology of animal husbandry development model, industrial ecology of industrial development model and that of tourism development model. In the San Jiangyuan ecological function areas transformation of economic development must be made, with the ecological animal husbandry model and ecological tourism industry development model preferred that enjoy natural advantages, while limiting the development of eco-industries in the protected areas, where ecological carrying capacity is low; in the generally protected areas, with certain ecological carrying capacity, moderate development of eco-industrial is advocated; in areas to undertake the transfer, ecological carrying capacity is relatively high, the development of eco-industries is allowed. By selecting industrial ecology development model, with the premise of achieving industrial ecology development by limiting damage of social productive forces to ecology, full play should be given to the role of the positive effects of the social productive forces on natural productivity to ensure ecological development of industries, and positive coupling of the natural productivity and social productivity, with the concerted efforts from the two productive forces, which will extend the industrial chain length in the San Jiangyuan ecological functions area and improve the ecology of the total economy volume and promote coordinated social and economic development and ecological protection in the San Jiangyuan ecological function areas as a important national ecological security barrier, so that the San Jiangyuan area will become a demonstration model of good ecological function and civilized ecology, with developed economy, improved living conditions, affluence and social progress for people living in the area.
