Research On The Social Transformation Of State-Owned Forest Region On Basic Of Construction Of Ecological Function Area

The state-owned forest region is the largest base of Cultivating forest resources and supply forest products in our country. It made a significant historical contribution for Chinese primitive accumulation of material wealth and the national economy construction. Meanwhile, the state-owned forest region plays an irreplaceable role on many aspects of national construction, such as protect the ecological safety, response to climate change, safeguard the long-term timber supply and so on. The construction of ecological function area implemented within the scope of the land. As an important part of the national ecological construction, the construction of ecological function area in Heilongjiang state-owned forest region has risen to national strategic level. As a new ecological resources management framework, the construction of ecological function area will affect the social culture, social organization, social subjects behavior and many other aspects of the state-owned forestry region in Heilongjiang. And then, it will change the inherent development model of the forest social development.In this article, the background is the construction of ecological function area, the research object is the state-owned forest region in Heilongjiang, the theoretical basis is the social transformation theory and social capital theory. Analyzed the interaction of social transformation and economic transition. From the micro, medium and macro perspective, studied the social transformation of the state-owned forestry region. By analyzing the current situation of the social development of the state-owned forestry region in Heilongjiang, found that the social development has made some achievements, meanwhile, there are still some practical difficulties. Such as the living condition of the forestry worker is still not optimistic, the development of social organization is still lagging behind, the construction of social cultural is still need to strengthen. These practical difficulties constitutes the initial conditions of the social transformation of the state-owned forestry region in Heilongjiang. In the study of the living condition of forest workers, using the multi-level random regression model analysis of the influence factors of vulnerability to poverty. Based on the situation analysis of social development, combined with the general requirements of the construction of ecological function area, proposed the objectives and priorities of social transformation of state-owned forest region, and proposed the route choice from different perspective. Then discussed the transitional strategy to promote the social transformation in the state-owned forest region in Heilongjiang.
