Study On The Development Of Tobacco Agriculture Cooperative

Since 2007,as an important organization for the construction of modern tobacco agriculture,tobacco cooperatives have been established and grown in Henan province for ten years.Many achievements have been made in improving the organization of tobacco farmers' production,reducing labor cost and improving quality and efficiency.In the process of exploration and development,there are lots of unavoidable problems in development.At present,the relationship between the cooperatives and the Industry is in a state of quasi-administration and non-regulation.Most cooperatives are in a state of relying on the supply of the industry to maintain their operations,far from the degree of independent development based on endogenous capabilities.The original intention of the industry's integration and control is inconsistent.In the context of the implementation of the strategy of rural rejuvenation,it is necessary to study how the tobacco farmers' cooperatives can develop better.This study will summarize the development of tobacco farmers' cooperatives in Henan Province,and conduct survey questionnaire design and distribution on the basis of a large number of interviews and resident surveys from tobacco companies,grassroots smoke station levels,cooperative leaders,and members at the tobacco farmers level.By sorting out the results of the investigations of 49 tobacco farmers cooperatives,the problems existing in the construction of tobacco cooperatives in Henan Province are listed.The difficulties faced by thinking through the problems are: Under the influence of industry intervention,the cooperatives have a vague dilemma.The industry seems to be in control of the cooperatives.It seems to be indiscriminate and contrary to the original intention of the combination of management and disbursement.This results in the cooperatives not only completing the policy business in the process of development,but also trying to achieve the profitability of the marketbased services.Under such "dual track" management,it is difficult.The completion of the cooperative's pursuit of private interests and the achievement of its policy objectives have led to the dilemma of cooperative development.Due to the industry characteristics of tobacco leaf cultivation,cooperatives have a strong industry-dominant character,but is this characteristic beneficial to the development of cooperatives? It is still a question that needs to be explored.Under the premise that this industry-dominant feature cannot be removed,how to handle the relationship between the industry and the cooperatives makes it vital that the cooperative's endogenous development has its own vitality.This study adopts different degrees of intervention by industry,and selects two typical cases of specific model society(Xin Ye Tobacco Cooperative and Xinnongda Company Industrial Cooperative).The case analysis of the cooperatives led by these two different main driving forces has reached the goal of individual to general,special-to-universal,and explored the road choices of the two development models.Let us look ahead to the next development direction of the Henan Tobacco Cooperatives,clarify the orientation of the cooperatives in the production of tobacco leaves,control the industry's involvement in the scale of cooperatives,and explore a more appropriate and more reasonable relationship between the industry and cooperatives.
