Research On The Viability Of Tobacco Production Cooperatives Development

Our Farmers Cooperative Production is the result of monopoly system, and the name cannot match the reality. It mainly relies on the support of government and tobacco companies, lacks of endogenous viability. In this situation, if our tobacco production organization wants to get sustainable development, we must focus on endogenous viability.This thesis starts from the definition of endogenous mechanism of tobacco production cooperatives development, uses theory-practice-theory method to build the logical structure. Firstly, we establish the logical starting point by expounding the internal relationship between tobacco production cooperatives sustainable development and viability theory. Secondly, we construct the evaluation index system to evaluate sustainable development viability of tobacco production cooperatives under the level of organization's viability and development ability. And then, we use the evaluation index system to test the level of viability of tobacco production cooperatives in Changsha tobacco cases. Thirdly, multiple regression analysis is used to research the influence level about viability and development ability of development tobacco production cooperatives. Finally, some countermeasures and suggestions are put forward to cultivate and promote the development viability of tobacco production cooperatives.Through the analysis in the thesis, the basic viewpoints of this article can be summarized as follows. Firstly, the viability is the endogenous mechanism of development of tobacco production cooperatives. The survival ability is the living conditions of the development of tobacco production cooperatives. The comparative advantage is the dynamic mechanism of the development of tobacco production cooperatives. Therefore, the two conditions neither can exist effectively without the other. Secondly, generally speaking, the level of viability of the development of tobacco cooperatives is low. Sixty percentage of tobacco production organizations are still in the primary stages, meanwhile, the polarization phenomenon are exist. Thirdly, the level of viability of the development of tobacco cooperatives is affected by external and internal factors. Such as the ownership structure, the supervision mechanism, the government's support strength and support methods to the cooperative.Therefore, it needs to consider the internal and external factors to cultivation and promotion the level of viability of the development of tobacco production cooperatives. On the one hand, it needs to optimization their ownership structure, supervision mechanism and distribution system. On the other hand, the government departments also need to improve the financial, price support to the cooperative, and strengthen the policy guidance and services on cooperatives, to provide a good policy environment for the growth and development of tobacco production cooperatives.
