Recently,with the rapid development of economy and the support of national policy,the highway career of our country has achieved enormous development.With the highway mileage of 119000 km,our country became the state that has the longest highway line in the world in 2014.At the same time,with the increasing competition,the profit of enterprises is lower and lower.While,making more profit is the ultimate goal of company,in order to achieve sustainable development in the fierce environment of competition,It is an urgent problem to reduce the cost of construction effectively.Although the construction of our country has achieved great development,the scale of construction team expands constantly,the technology level improves sustainably,the capability of building construction improves markedly,but,comparing with other countries,we have to admit that there is a certain gap,there are still many problems in management of cost control.To enhance productivity and create more economic benefits,construction enterprises should be aware of the current severe situation deeply,they should pay more attention to the cost management,at the same time,they should enhance the related work of cost control from many aspects and optimize the management mode actively.This article takes the project of HQ highway of China Traffic Construction Group as the research object,By combining of theory and case and analyzing the problems existing in the cost control of HQ project,it puts forward suggestions for improvement from three aspects,so as to realize the meticulous management of cost.Firstly,we should build the responsibility matrix to clarify the responsibility control of departments and posts,then we can adapt responsibility and rights to optimize the organizational structure.Secondly,in process of majorization of cost control,the earned value method that is one kind of modern cost control methods is introduced into the article.By combining the earned value with the work decomposition structure,it is can realize the comprehensive supervision of the cost and progress of each work package in the whole project,at the same time,through the prediction of the cost and duration of completion,the managers of project can understand the change trend of the cost of future,so that,some measures can be taken to reduce the possibility of cost overspending before the cost deviation is produced.Then,in the control of the components of the cost,it is mainly from strengthening the management of materials and mechanical equipment.In the management of materials,the use of JIT purchasing is proposed in order to optimize the procurement process and reduce the cost of inventory.The machinery management is expounded by two aspects:the management of own machinery and the management of machinery of subcontractor.Finally,in order to ensure the effective implementation of theimprovement scheme of cost control,some suggestions put forward from three aspects:accelerating the construction of information,strengthening quality management and strengthening the management of personnel.To achieve the level of cost management in developed countries,we need to realize meticulous management of projects and apply advanced and scientific management methods to carry out cost control in many angles and in all directions.
