Industrial Green Transformation In Dongying

In recent years,with the reduction of crude oil output strategy and shortening of the exploitation cycle of petroleum resources,common problems of petroleum resource-based city gradually show up.City's social economy has made great development.At the same time,it is also facing a series of economic,social and ecological problems,which are waiting to solve urgently,such as resource depletion,single industrial structure,uneven distribution of labor force among different industries and serious environmental pollution.Under the background of green development and new and old kinetic energy conversion,the industrial green transformation came into being.It became the only way to realize the sustainable development of urban resource-based cities.As the central city of the Yellow River Delta and the typical petroleum resources city,Dongying is rich in research.As a result,research on Dongying's transformation of green industry is of great significance.It not only can enrich the existing industrial transformation theory,expand the research perspective of industrial transformation,perfect the theory of sustainable development and resources city's industry transformation,but also is contribute to promote ecological civilization as well as realize sustainable development of Dongying and the same type of resource type city.First of all,This paper is based on the following theory: the relationship between people and land,regional sustainable development,industrial structure,industrial layout and industrial ecology theory.Secondly,through many mathematical methods,such as the three industrial structure method,Arc GIS method,quantitative spatial Lorenz curve,industry concentration index,industrial structure deviation index,industrial height index and etc.,this paper makes a thorough and systematic analysis of the characteristics and spatial characteristics of the industrial evolution of the resource-based city of Dongying,and then summarizes the problems faced by Dongying in the process of industrial green transformation.Thirdly,this paper discusses the practice of green transformation within the three industries in Dongying.Besides,it constructs the evaluation index system of green industry from three aspects: green development of industry,green input of industrial elements and green output of industrial elements.The entropy method and the comprehensive index method are used to evaluate the green industry in Dongying from those three levels.Finally,combined with some typical cases of green transformation in resource-based cities,the overall thinking of the industrial green transformation in Dongying was formulated;countermeasures and suggestions of industrial green transformation are put forward.Through the above research contents,the paper draws the following main conclusions:(1)In the characteristics of the evolution of industrial structure,the second industry is always in the dominant position,and the development of the county is not balanced.First of all,the industrial structure of Dongying is gradually adjusted,the proportion of the first and second industry is declining,and the proportion of the third industry is rising gradually.Such a development path is in line with the petty-Clark's law.However,the industrial structure of Dongying is "second,third,first",which shows that the industrial structure dominated by the second industry still exists in Dongying.Furthermore,the development of the counties and districts in Dongying is not balanced.In contrast,the proportion of the first industry in Lijin County is higher than other countries,where is a large agricultural county of Dongying city;the proportion of the second industry in Guangrao county and Kenli District is higher than other countries,where are two important industrial county,especially Guangrao Country,whose proportion of the second industry is always high;the proportion of the third industry in Dongying District and Hekou District is higher than others.(2)The internal development of the three industrial structure is incongruous.In the first industry,the traditional agricultural planting industry always occupies the dominant position;animal husbandry and fisheries are in the second place,and the proportion of them has risen;the proportion of forestry is small.In the second industry,the proportion of the industry is over 90% for a long time,as a result,it is in an absolute dominant position.The development of the construction industry has been relatively slow.Besides,in the industry,the main industry is the mining industry and the manufacturing industry,electricity,gas as well as water production and supply industry accounted for very little.It is obviously that the industrial structure is deformed and the leading enterprise occupies an important position.In the third industry,the growth rate of producer services significantly slower than the traditional service industry.What's more,the proportion of traditional services such as wholesale and retail,transportation,warehousing and postal services,are higher.But the development of modern and new productive service industries such as information transmission,software and information technology services,scientific research,culture,sports and entertainment industry,are lagging behind.(3)On the spatial of industrial structure,the phenomenon of business agglomeration is significant.And the degree of industrial concentration,industrial rationalization and industrial height is generally increasing.But the degree of industrial height still needs to be promoted.The spatial agglomeration of large and medium-sized enterprises is significant,especially in Guangrao and Kenli counties where oil is enriched,and Dongying Distract with better development in the third industry.It can be seen that the spatial layout of large and medium-sized enterprises in Dongying is greatly influenced by oil resources.On the whole,the city of Dongying has formed a mass or blocky layout centered on the accumulation of oil resources and spread to the periphery.In the various counties of Dongying,the level of industrial centralization,industrial rationalization and industrial height has been changing,but overall,they are on the rise.Among these,the degree of industrial height is rising most slowly.In terms of county and district,the degree of industry centralization increased in Dongying District,Kenli District and Lijin County,and it increased firstly and then decreased in Hekou District and Kenli District.In all,Dongying District and Guangrao County belong to the county of high level industrial concentration degree;Kenli District belongs to the county of medium level industrial concentration degree;Hekou District and Lijin County belong to the county of low level industrial concentration degree.In the degree of rationalization of industrial structure,Dongying District and Hekou District belong to the rationalization of the industrial development of high level counties;Lijin county belongs to the industrial rationalization degree of moderate development of county area;Kenli and Guangrao counties belong to the county area of low degree of rationalization of industry.In the degree of industrial height,Dongying and Hekou Districts belong to high degree of industrial height development,Lijin County belong to moderate degree of industrial industrial height development,Ken Li District and Guangrao county are the counties with low degree of industrial height development.(4)Green industrial transformation in Dongying city faces the following problems: the industrial structure is unreasonable and the characteristics of the heavy industry are obvious;county development is not balanced and the municipal economy is weak;the level of industrial technological structure is low and industrial development is lack of strength;both the industrial structure and the order of the industry are low;the total petroleum resources are reducing and industrial development has a strong dependence on oil resources;natural background condition is poor and the contradiction between industrial transformation and ecological environment protection is outstanding.(5)These levels in Dongying including industrial green development,green input of industrial elements,green output of industrial elements and industrial greening,were showing an upward trend in all.Among them,the green output of industrial elements was rising most slowly.From the criterion level,these levels including economic development,industrial structure,economic development potential,technological innovation,environmental protection,living standards and social security ability,basically showed a trend of steady rising,small fluctuations,or slow rise.But some indexes like the stock of resources and utilization,environmental quality and ecological quality,are fluctuation largely.Among them,the stock of resources and utilization index showed U change firstly and then tended to be stable and slightly decreased from 2000 to 2007.The index of environmental quality showed a downward trend in the whole.And the ecological quality tended to be stable,except for a "inverted U" wave from 2003 to 2005.Overall,the evolution of Dongying's green industry was showing an overall upward trend.We can see that the green transformation of industry has achieved initial success.It is the main limiting factor for the improvement of industrial green level that the ecological environment is fragile and the output of industrial elements is not green.On the whole,compared with traditional industrial transformation research,this paper has two main innovations: firstly,define the connotation of industrial green transformation on the basis of traditional industrial transformation;secondly,put forward the basic framework of industrial green transformation analysis and evaluation.However,the research is still not deep enough in the following aspects: the research on the industrial spatial pattern,the index system of green industry and the countermeasures to realize the green transformation of industry.These need to be further improved study.
