As China's economic development rate gradually slows down,enterprise market competition gradually evolves from the traditional enterprise capital competition to the competition of human resources,especially for service outsourcing enterprises.The human resources scientific planning is gradually being valued by service outsourcing companies.In the face of the current new environment for service outsourcing industry competition,service outside companies are based on the current situation,scientifically planning human resources,doing a good job of human resources planning for the development of the company before,during and after the development,and promoting enterprises.The balance between supply and demand of human resources,effective protection for the company's sustained and stable development.Therefore,increasing the research on the human resources planning of service outsourcing enterprises has a good theoretical and practical significance for the development of enterprises.At present,although human resources planning is highly valued within the enterprise,there is still a certain gap between human resources planning and management in developed countries compared with international developed countries.Therefore,in-depth research on human resource planning theory of service outsourcing enterprises and scientific guidance of human resources planning have a good research significance for enterprises to improve the competitiveness of human resources management.The paper takes Dalian as a research area and adopts the “discovery problem-analysis problem-solve problem” research concept.Take the human resource planning of Dalian ACN Company as an example,based on Dalian City,analyze the characteristics of ACN service outsourcing talents and the company's development strategy.The environment,starting with the actual situation of human resources shortage in the service outsourcing industry in Dalian,deeply analyzes the shortcomings in the development of human resources planning for service outsourcing business,and proposes constructive suggestions for scientific human resources planning in light of its shortcomings and upgrades service outsourcing enterprises in Dalian.Market competitiveness,promote its stable and sustainable development.In the introduction,the paper mainly expounds the research background and theoretical significance of this paper,analyzes the research status of human resource planning in service outsourcing business,summarizes key difficulties through literature review,and summarizesthe human resource characteristics of service outsourcing in Dalian.PEST environmental analysis method and IFE internal factor analysis method analyze the overall strategic environment,clarify the strengths and weaknesses of the current ACN company's human resource planning,use SWOT static analysis methods to elaborate the SO strategy integration,and provide the theory for ACN company's human resource planning and implementation.Support;Finally,on the basis of the overall strategy,this paper puts forward the human resources concept,talent management mechanism and talent education system and other safeguard measures implemented in the human resources planning strategy,advocates the establishment of human resources as the first resource management concept,and improves the talent introduction mechanism.,incentive mechanisms,information mechanisms,reform of the education system,innovation and training methods,to fully ensure the scientific and feasibility of ACN and even Dalian City,human resources planning strategy.
