A Study On The Effectiveness Of Action To Rejuvenate The Border And Enrich The People In Guangxi

Our land borders on 14 countries and the vast majority of the border areas are inhabited by ethnic minorities.Due to historical,geographical,natural and other reasons,the level of economic and social development in the border areas of China is low and the gap between the border areas and other areas in China is widening.Since 2000,The State has officially launched the "Action to rejuvenate the Border and enrich the people".The main purpose of which is to "enrich the people,promote the border,strengthen the border,strengthen the people's livelihood and secure the edge of the people".In 2009,all border counties in Guangxi(City,district)were listed as the key area of national action of rejuvenate the border and enrich the people.Since 2009,the effectiveness of Guangxi's action to rejuvenate the border and enrich the people,what factors affect the effectiveness,and what countermeasures should be taken to further enhance the effectiveness will be a more meaningful research topic.This paper selects 2009-2016 years Guangxi border 8 counties(cities,districts)data in infrastructure construction,livelihood construction,industrial construction,trade,construction,ecological environment construction,the unity and stability of the construction side.By using the linear weighted sum method,comparative analysis of key indexes,this paper studies the effect of enriching the border areas in Guangxi through the perspective of time and space,and tries to give relevant results and the judgment of the influencing factors.The results show that:(1)The action of rejuvenate the border and enrich the people has a important significance for the narrowing of the comprehensive development gap within the border counties(cities and districts).(2)In the past 2009-2016 years,from the whole point of view,the border counties(cities and districts)of Guangxi had not changed much in the forefront and backward counties(cities or districts),and there are no counties(cities and districts)that have progressed or retreated quickly.(3)In the past 2009-2016 years,the overall developing situation of the border areas in Guangxi,the infrastructure construction of transportation,energy,information etc.The medical development level,social security level,overall level of economic development,public financial expenditure,industrial and economic development,border trade and ecological environment construction of this area improved a lot.However,the water conservancy,public services and other infrastructure construction,urban and rural residents' income,education development level,fixed asset investment,unity and stability,and other aspects need to be improved.(4)2009-2016,the development of Guangxi's border counties(cities and districts)has been uneven in terms of infrastructure development,livelihood construction,industrial construction,trade construction,ecological environment construction,solidarity and border construction..Even a county with a comprehensive score of success in its efforts to rejuvenate and enrich the people(City,district),there are also weaknesses.Finally,combined with the analysis results of the action of Guangxi's rejuvenate and enrich people,the weak links of the border areas,and the main factors that affect the prosperity of the border areas,this paper put forward the countermeasures and suggestions to further enhance the effectiveness of the action of the prosperous and the prosperous people.
