Study On The Bidding Mode Of China Datang Corporation Based On Boundary Spanning Perspective(Case)

As China's power generation industry enters a cost-competition era,bidding for power generation companies has gradually shifted from the extensive management of the past to intensive management transformation..However,there are the problems of poor bidding ability,high dispersion,high risk,small scale advantage,high price of winning bid,low bidding success rate,high tendering repetition rate,poor quality of procurement bids,and low purchasing in the power generation industry.The back of the problems is due to the technical complexity of tender materials,high requirements for safety and reliability,Different bidding standards for power plants and small scale advantages in China's power generation industry,In the bidding,there are obvious boundaries between power plants,professional departments,and internal organizations of power generation groups.It is difficult to integrate procurement resources and to manage intensively.This needs to study the process of constructing the boundary spanning mode of bidding.However,most of the current researches focus on the operational mechanism and risk management of the model now.The capability requirements and the construction process for forming the model are rarely involved.This paper takes Datang Group as an example,based on the theoretical perspective of boundary spanning,study the construction process of whose bidding model.Using the mothed of case studies,Firstly,through interviews and on-site research,relevant data of case companies were collected,this paper sorts out the development process of semi-centralized bidding,complete set bidding and framework bidding of Datang Group's bidding.Then we combine the four subprocesses of the boundary spanning the theory:the original boundary,the boundary crossing conditions,the boundary spanning process,and the boundary crossing the competitive advantage,analyze and summarize Datang Group's boundary-crossing process at each stage and the capacity building at this stage,as well as the construction process of whose bidding model.Through the research on the construction process of Datang Group's bidding mode,this paper reveals that Datang Group breaks the organizational boundaries between power plants,specialized departments,and internal enterprises to realize their intensive management and professional fusion.In order to better explain how the power generation companies can realize their intensive management and professional fusion,in this paper,through the horizontal comparison and analysis of the three stages,we investigated how Datang Group coordinated border spanning capabilities and strategies.Through the analysis of the border spanning theory,This reveals the mechanism behind the construction process of the Datang Group bidding model.Combined with the boundary-spanning theory,the paper explain the specific boundary spanning of the company in this process.On this basis,this paper proposes the model of the construction process of crossing patterns for group bidding organizations.The paper Inductive the model of the alignment between border crossing capability and border crossing strategy and the model of alignment path between border crossing capability and border crossing strategy.These models have achieved intensive management and professional fusion for companies.This paper provides reference for other companies...
