Policy implementation is a practical part of the policy process.It is an important way to solve policy issues and achieve policy objectives.It is also the only criterion for checking the correctness of policy plans.American policy scholar Ellison believes that:"In the process of achieving the policy objectives,the function determined by the program only accounts for 10%,while the remaining 90%depends on effective implementation." Thus,the solution to the policy issue should not only be reasonable Policy programs rely more on effective policy implementation.The food safety regulatory in H County is a microcosm of the functions performed by grass-roots functional departments to perform food safety regulation.In recent years,due to the frequent occurrence of food safety accidents,China has improved the top-level design of food safety regulation in terms of system design and laws and regulations,but the same or similar food safety accidents are still frequently exposed.Behind this,there are drawbacks in implementing the food safety regulatory policy implementation model.We have observed that the grass-roots food safety regulatory agencies perform their supervisory functions by completing higher-level mission indicators.The internal driving force of their operations comes from various mission indicators issued by the superior.This paper uses the "Mission-driven"regulatory model to name this kind of Extensive implementation of food safety regulatory policy enforcement model at the grassroots level in China.This regulatory model is in line with China's top-down policy implementation model,which is consistent with China's current organizational structure and also meets the complexity of the mission at the grassroots level.It plays a positive role in promoting the completion of food safety regulatory policies.Therefore,the purpose of this paper is to conduct a case study of the"Mission-driven "regulatory model through the case of food safety regulatory in H County,discuss the reasons for this regulatory model,describe its specific operating modes,and analyze the positive and negative effects,proposed countermeasures to improve this regulatory model.The "Mission-driven" regulatory model will still exist for a long time.Through continuous improvement,this type of regulatory model will continue to play a role in the implementation of policy objectives at the grassroots level.Around the "Mission-driven" regulatory model,this article is divided into five parts:The first part(Chapter land Chapter 2)introduces the background of the topic,raises questions,collates reviews of domestic and foreign research literature,sums up the concept of the "Mission-driven" regulatory model,the necessity of food safety regulatory,and sorts out the food in China.The evolution of the safety oversight system analyzes the causes of the "Mission-driven" regulatory model.The second part(Chapter 3)takes H County as the entry point,briefly describes the food safety regulatory system,organizational structure and function setting of H County,and describes the "Mission-driven" regulatory model through the example of H County meeting the provincial health county review."The specific operation of the supervisory model at the grassroots level.The third part(Chapter 4)specifically introduces the positive and negative effects of the "Mission-driven" regulatory model for food safety in food safety regulatory.The fourth part(Chapter 5)affirms the great significance of the "Mission-driven"regulatory model in facilitating task completion and proposes improved countermeasures for the causes of the "Mission-driven" regulatory model.
