Since the "The Belt and Road Initiative" was proposed,the China engineering contracting companies actively respond to the initiative,their pace of "going global"continuously increase and their participation depth and breadth in the international engineering market competition is continuously improved.The biggest difference between international engineering general contracting and traditional domestic engineering general contracting is the environment in which the project is located has undergone major changes.The major risks encountered by the project contracting companies in the international engineering general contracting process are often non-technical risks such as national risks,legal risks,environmental risks,labor risks and exchange rate risks which are related to the project external operating environment.For Chinese engineering companies going abroad,to reasonably deal with the non-technical risks is the key to achieve the success of the general contracting project.Based on the current status of China's international engineering contracting companies "going global",this paper systematically reviews the relevant theories of risk management of international engineering general contracting projects,specifically elaborates the process of identification,assessment and reaction to the non-technical risks,and then taking the Z company Vietnam steel plant EPC project,which the author had participated in,as the case,point out the problems existing in the management of non-technical risks and the necessity of strengthening the management,after using the brainstorming and interview method to identify the major non-technical risks faced by the project,adopt analytic hierarchy process(AHP)to establish a hierarchy model to evaluate these non-technical risks and get the importance of each non-technical risk.On this basis,the strategy of the international general contracting project non-technical risk management was proposed,and four inspirations of the international general contracting project non-technical risk management were obtained.The conclusions of this paper are as follows:First,non-technical risks are the main risk category faced by the international engineering contracting companies during "going out",poor management of non-technical risks will damage the smooth construction of the international engineering projects and even cause huge losses.Second,faced with the complex non-technical risks,international engineering contracting companies should not only strengthen their awareness of risk management,but also abandon the traditional extensive management methods and use scientific project risk management methods to fully identify,scientifically evaluate and properly deal with the non-technical risks.Third,international engineering contracting companies should take measures such as building enterprise risk culture and improving risk management mechanisms.to guarantee the effectively implementation of non-technical risk management.
