Performance appraisal is the key for commercial banks to increase their competitiveness in the management mechanism,rationalize management relationships,and promote business development.It has become the basis for commercial banks to implement value distribution.Especially under the system of the general branch system,performance assessment of branches of commercial banks is increasingly important.The establishment of the performance appraisal system of branch offices is directly related to the achievement of the overall benefits of the head office of commercial banks and the realization of long-term strategic goals.Along with the strategic transformation of commercial banks' business operations,the ever-changing and ever-increasing external competition environment of commercial banks poses new challenges to the performance evaluation system of branch offices.Therefore,how to promote the construction of the performance assessment mechanism for branches of commercial banks has become a crucial issue.As a regional joint-stock commercial bank,A City Commercial Bank is an important financial force serving the local economy.After two decades of growth,it has entered a critical period of transformation and development.In recent years,the bank has been committed to retail transformation,and it has sought to become a regional organizer by realizing mass retail sales,strengthening mid-end and mid-to-high end,and expanding high-end products.This article takes A City Commercial Bank as the research object during the retail transformation period.Firstly,based on the collection of a large amount of literature,it combs and summarizes the current domestic and international theories about retail transformation and performance assessment.It focuses on the comparison and analysis of three performance assessment tools.Secondly,analyze the current state of business development,retail transformation and development strategies of A commercial banks under the "New Normal",focusing on finding the impact of the retail transformation under the new normal on the performance assessment of A-city commercial banks;Then,this paper combines the current status and effectiveness of the current performance appraisal system,evaluates the performance appraisal system of its branches,and analyzes its advantages and deficiencies.In the end,this paper selected the Balanced Scorecard Performance Appraisal Method and the Key Performance Indicators Appraisal Method to optimize the performance appraisal index system of the branches of A City Commercial Bank,including adjusting some appraisal indicators,optimizing the performance appraisal process and improving the applicability of appraisal results.The optimized assessment system can effectively adapt to the actual development of A City Commercial Bank and solve the problems existing in the business indicators caused by the current performance assessment,and provide strong support for the retail transformation of A City Commercial Bank and the realization of the overall strategy.
