Recruitment is an important chain of human resource management in an enterprise.It is an important channel for companies to supplement fresh blood and acquire excellent talents.It is the key to fulfill strategic development and win and maintain competitiveness.Therefore,how enterprises can take lead in the competitive talents competition has become an important issue which enterprises' human resource managers need to grasp and solve.In the final analysis,the competition among enterprises is the competition of talents.Under this background,the establishment of a scientific and rational recruitment system and well performance in all aspects of recruitment has become the top priority in enhancing the competitiveness of enterprises.In this paper,through the literature review method,the connotation of recruitment is reviewed,the definition of the recruitment system by domestic and foreign scholars,the definition of content are defined,and the iceberg model,the competency model to be used in this paper,is briefly introduced and the recruitment system is optimized.The summary of research on the optimization of recruitment system and the application of post competency in recruitment management was summarized.This paper takes the state-owned building company A as an example.According to the status quo of the company's management on technicians at work and interviewing with the company's relevant personnel on the efficiency of recruitment exercise,this paper analyzes the problems and causes of the company's technician recruitment system.Through the reference of literature on research for technician competence both domestic and foreign and McClelland's 21 competence lexicons,as well as behavioral interviews with A company technicians,this paper obtains five dimensions of A company technician position competency model and index system as follows:Knowledge and Skills,professional quality,organization and management,communication and coordination,achievement orientation.Applying the company's technician position competency model and index system to the recruitment management,this paper proposes optimization plan for the human resource planning,recruitment requirements determination,recruitment channel selection,recruiter interviewing and selection,and recruitment effectiveness evaluation in the recruitment system.
