With the tax reform process,in 2016 the full realization of the business tax VAT tax system,tax cadres especially the grass-roots staff struggle pressure increased sharply,the situation is the reality facing the staffing structure unreasonable,tax cadres aging,young cadres are inadequate and lack of top-notch business ability.In this case,J city tax bureau pioneered the innovative one person double post working mode to revitalize human resources,relieve work pressure,improve the comprehensive ability of tax cadres and enhance the quality of the whole system of cadres.In the context of J IRS one double work mode,through reviewing the related literature at home and abroad and expounds the main content analysis and job evaluation and the method to determine the use of a double position sorting method work patterns related to post sorting,the relative value of each position obtained.In the course of research,we found that there are some problems in the working mode of one man and two posts in J City,such as inadequate preparatory work,incomplete performance appraisal,lack of effective incentive mechanism and personnel training.Aiming at these problems,proposed solutions,position relative value concept in the performance appraisal system for setting up the scientific index;for the optimization of J IRS positions put forward reasonable suggestions for the tax system;talent to build a reasonable direction of talent introduction,personnel training.It is suggested that the public sector introduce the job evaluation method to evaluate the relative value of the job,and provide a objective and effective basis for the salary system,promotion conditions,talent selection and so on.The application of one person's double-post working mode in practical work has achieved better results.
