Loss Of Rural Resource Assets In The Urban-rural Junction And Its Governance

The advancement of urbanization and the development of the western region has made outstanding improvements in the pattern of urban and rural governance in areas inhabited by ethnic minorities in China,such as the transformation of government functions,the further development of grass.However,from the perspective of land management,there are still many problems: the nature of rural land property is unclear,land circulation is not standardized,a large number of rural resource assets are lost,and the property rights of rural resource assets in urbanization are further damaged.roots democracy,and the rule of law in urban and rural governance.Rural resource assets are the material basis for the development of rural economy.The loss of source assets directly affects the healthy development of rural social economy.Therefore,it is of great practical significance to pay attention to the loss of rural resource assets.The national governance system and capacity modernization proposed since the Fifth Plenary Session of the18 th CPC Central Committee put forward higher requirements for urban and rural governance in China.And the report of the 19 th National Congress of the Communist Party of China has raised rural development to a strategic height,and proposed to improve the “three-rights”division system for contracted land.Maintaining stable and permanent land contracting relations,after the second round of land contract expires,it will be extended for another 30 years,deepening the rural collective property rights system,safeguarding farmers' property rights and rights,and strengthening the collective economy.In order to improve the governance capacity of urban-rural junctions in ethnic areas,we must first of all have a comprehensive understanding of this particular area,find problems in land management,and put forward practical andfeasible solutions.The problem awareness in this paper is: under the background of urbanization,what are the difficulties faced by resource-based asset management in the urban-rural junctions of ethnic minority areas? What are the concrete manifestations of the loss of resource assets? What are the impacts on the reform of rural collective land property rights? How are the urban and rural government departments? The right medicine solves resource asset management,and so on.In view of this series of issues,this paper starts from the perspective of public management and analysis the Status Quo of the loss of resource assets in urban-rural junctions in ethnic areas in urbanization through the methods of field research,literature analysis,etc.And thus explore the feasibility of land governance in urban-rural junctions in ethnic areas and ultimately solve the problem of loss of resource assets.
