Research On Evaluation Of Two-phase Efficiency Of Regional Innovation

Since 21th century,with rapidly development of science&technology and global economic integration,the relationship between science&technology and economy is becoming more and more close.Therefore,every countries and areas are all putting innovation of science and technology in an important position,and taking it into their national development strategy.Since 18^th CPC National Congress,China has put forward the important strategic measures relied on technological innovation to gradually adjust to the industrial structure.Although our government pay more attention to the role of scientific and technological innovation in the national economic and social development process,the overall trend of our input is upgoing,however,we must also recognize that China is still a developing countries.Innovation resources in our country are relatively limited.In addition,there is still a certain gap between our country and the advanced countries in aspect of innovation investment.So,it is significantly important that we should make full use of less innovational input to obtain greater innovation output,and strive to improve the efficiency of innovation to adapt to the development of China's current stage.In this thesis,It has divided regional innovation activities into two phase:regional innovation research and the transformation of innovational achievements.Then the panel data has been used as the sample in 30 provinces?municipalities?level administrative regions of mainland China from 2004 to 2013,and an correlation analysis was conducted to two phase innovational input and output data by using SPSS to ensure that input increases are not reduced to output.And then constructing the innovative research and development efficiency evaluation of two inputs and two outputs,and innovation achievement transformation efficiency evaluation of three inputs and two outputs.According to our country's newest economic region division,it divides China as eastern region,central region,western region and northeast region,at same time,establish DEA model and Malmquist Index analysis model to static evaluation and dynamic evaluation of the efficiency of the two stage in regional innovation respectively.Finally,the panel Tobit regression model was used to analyze the effect of the regional innovation environment on the two stage of regional innovation efficiency.The research results show that:?1?From the view of static evaluation,China's efficiency in stage of innovative research and development stay in a better level,however,efficiency in stage of innovation achievement transformation is not high,and there is still a large space for improvement in this stage.?2?From the view of dynamic evaluation,China's regional innovation and growth in total factor productivity in stage of innovative research and development is greater than 1,which the main motivation is technological progress,and effect of efficiency improvement is not obvious.However,China's regional innovation and growth in total factor productivity in stage of innovation achievement transformation is less than1,which mainly caused by the decline in technical efficiency.?3?From the perspective of the impact of innovative environmental factors,the level of regional informatization has a significant positive impact on the innovation and development stage,and has no significant impact on the efficiency of the transformation stage of innovation.The quality of workers in the region has a significant positive impact on the efficiency of the innovation and development stage,and has a significant negative impact on the efficiency of the transformation stage of innovation.Government support has a significant negative impact on the efficiency of innovative research and development stage,and there was no significant effect on the efficiency of phase transformation of innovation.The support of financial institutions has a significant positive effect on the efficiency of innovation research and development stage,and has no significant effect on the efficiency of the transformation stage of innovation.
