| The regional technology and level of economic development embodies the regionalinnovative efficiency. China is experiencing an important period of economictransformation. As a main power of development of economics, technology has beennoticed by the government. The way to promote sustainable and healthy economic growthis the problem yet to be resolved. The government need to realize that improving theefficiency of innovation is the intrinsic force to create an innovative country, meanwhilefocus on investment in innovation.In this paper, the panel data has been used as the sample in30provinces(municipalities) level administrative regions of mainland China from2005to2012, ancorrelation analysis was conducted to excluded the high correlation by using SPSS18.0,construct the innovative efficiency evaluation of three inputs and two outputs. And itdivides China geographically as eastern region, central region and western region,established DEA model and Malmquist Index analysis model to study the differentprovinces static efficiency and dynamic efficiency of technology innovation in easternregion, central region and western region respectively.The results showed that China’s regional innovative static efficiency is in a betterlevel, however there are still large rooms for enhancement; progressive decompositionindex found that the scale of efficiency is not the main reason for restraint the efficiency ofregional innovation, the key is to enhance the pure technical efficiency, whereas the keyfactors that affect the pure technical efficiency are policies and management systems in theregion. Most of China’s regional innovation and growth in total factor productivity is themain motivation to promote technological progress, and effect of efficiency improvementis not obvious; although there are large gap between different regions in total factor ofproductivity, however the gap is narrowing between regions, it illustrated that ourcountry’s scientific regional innovation is more balanced development. |
