Research On The Operation Effect Of The Rural Minimum Living Security System In Shanxi

The rural minimum living security system is an important social assistance system set up by the government to protect the basic livelihood of rural poverty groups,and plays an important role in guaranteeing the right to survival of low-income groups.Since Shanxi Province established the rural minimum living security system in 2007,after more than ten years of development,the system has been gradually improved and it has played a significant role.This has not only ensured the basic livelihood of the poor but also maintained social stability and promoted rural economic development.The rural minimum living security system in Shanxi province started late then the urban minimum living security system.There are many problems in the system,and these problems hinder the effective operation of the system.This paper comprehensively reviews the rural minimum living security system in Shanxi Province and uses qualitative analysis and quantitative analysis to assess the effectiveness of the rural minimum living security system in Shanxi Province.It aims to fully understand the level of rural minimum living security system in Shanxi Province,and to find problems and put forward specific opinions to provide suggestions for the improvement of the minimum guarantee system.This paper uses the “coverage rate” index,“subsidy difference rate” index,and “fiscal investment rate” index to analyze the data of the rural minimum living security system in Shanxi in the past ten years,and constructs the “Relief efforts index-Life assistance index” model for Shanxi Province.Based on this model,the food,clothes,and shelter aid coefficient was proposed,and the “rescue strength coefficient—the food,clothes,and shelter aid index” model was constructed to further evaluate the rural subsistence allowances in Shanxi Province.The study found that the rural minimum living security system in Shanxi Province is in good condition and plays an important role in protecting the basic lives of poor residents.But at the same time,there are many problems such as heavy financial burdens,unreasonable formulation of minimum living security standards,lack of a reasonable dynamic adjustment mechanism,difficulty in finding rural minimum living security targets,a single source of funds,imperfect management mechanisms,and insufficient staffing.Aiming at the problems author puts forward some suggestions on the rural minimum living security system in Shanxi Province.It should establish a stable fund-raising mechanism,reasonably establish the rural minimum guarantee standard,accurately define the minimum guarantee object,and change the concept of salvation,strengthening the relevance of the rural salvage system,perfecting the low-income management system,and enriching the grass-roots working forces.We hope that we can promote the maturity of the rural minimum guarantee system,realize the sustainable development of the system,and play an important role in Shanxi Province to win the fight against poverty.
