| Tourism,as a pillar industry of China's economy,has strong industrial centripetal force and radiative driving force.As a big country which has lots of tourism resources,finding the way to fully transform external resource advantages into internal development power is an important starting point for the current tourism industry planning.With the rapid development of tourism,the need for favourable tourism service environment and safe shopping environment is forcing the government to change itself.How to build a more efficient,cheaper and More adaptable to the trend of social development supervision mode and how to change the chaos market supervision status of tourism industry,which has backward level of legislation,weak supervision,slow reaction to emergencies,is becoming a very important issue in the service to the current development of tourism.Based on the tourism market supervision work experience in several years and the systematic study about the public management,with reference to the studies about the tourism market supervision and management,the application of multi-center governance theory in the past 3 years,the author found that the participation of multiple subjects and clear distribution of rights,which is advocated by the multi-center governance theory,can can bring some enlightenment to the reform of tourism market supervision model in China.In the process of practical research,the author took the tourism market supervision in Lintong District of Xi'an city as the research object,collected official statistics,sent the questionnaires to the tourism market regulators,conducted in-depth interviews with regulators and practitioners in the tourism market,and make a preliminary judgment on the status of tourism market supervision in Lintong District.Based on the theory of multi center governance,the author analyzed the problems and causes of tourism market supervision from four dimensions: multi-center participation,clearregulatory boundaries,moderate regional autonomy and comprehensive system guarantee.And through the study,the author found that there are many problems in the current tourism market supervision,such as the ineffective participation of multiple subjects,the inadequacy of regulatory powers and responsibilities,the lack of autonomy of market players,and the unitary supply of the system.In order to solve these problems,the author make the role of the government,market,civil society organizations and citizens clear in accordance with the requirements of the theory,put forward that we need to explore multi-channel model of multi participators,a right distribution system whose structure is reasonable,the implementation of market autonomy that has high degree of freedom,the establishment of the all-round protection system of the tourism market,so that we can play the multi-center supervision mode,and build a multi-center perspective of tourism market regulation mode. |
