The Study Of Comprehensive Poverty Alleviation On Laifeng County Under The Background Of An Assault Fortified Positions In Destitute Areas Of Wuling

As the shackles of human development,The Chinese people who are under the leadership of the Communist Party of China doped out a solution to improve the standard of living through development of production and the deepening of comprehensive reform,which can be used for reference to other countries.But at the same time,The development of our country is an unbalanced development,the problem of poverty in the vast inland areas of China especially in the destitute areas still faces a grim situation.With the transformation of the main social contradictions in our country,the serious unbalanced development makes the conflict of the contiguous destitute areas more prominent.The shortage poverty alleviation which always treat as public good restricted the construction of a well-off society in an all-round way and the harmony and stability of the society directly.With the promulgation of Outline of China's rural poverty alleviation and development(2011-2020),14 destitute areas become the main battleground of our country's poverty alleviation in current.As the overland of the Central and Western regions of our country,destitute areas of Wuling which also an important part of the main ecological function area in China,faces with the double pressure of production development and environmental protection.Under the background of an assault fortified positions in destitute areas of Wuling,researches on Laifeng County of regulating government behavior and mobilizing the enthusiasm of the market to participate in poverty alleviation have extremely important issue of practical and theoretical significance not only to Laifeng County but also to destitute areas.From a historical point of view,the poverty alleviation process of Laifeng County keeps steps to national fundamental policy.It has experienced five stages,which including solving the problem of temporary living,solving the problem of food and clothing,and building a well-off society.The government investment is increasing,counterparts aided is effective and the living standard of the local people has been greatly improved..But a wave of bankruptcy of state-owned and collective enterprises in the 1990's also caused losses on the agricultural structure readjustment,which crack down on the enthusiasm of the farmers to develop the characteristic industry.From the perspective of reality,in the context of the country's vigorous implementation of the targeted poverty alleviation,the comprehensive poverty alleviation of Laifeng County embodies features of the large scale Poverty alleviation pattern which includes government-led,wide participation of various social forces and deep regional cooperation and the ecological improvement in the area and the effect of poverty alleviation are remarkable.But at the same time,the lack of endogenous power training for poverty alleviation and unequal distribution of public resources also caused a new misunderstanding of the poverty alleviation by the masses and bad effect on the appearance of poverty alleviation.The research shows that under the current comprehensive poverty alleviation model,the government which plays the role of leader in the poverty alleviation work has a strong dominating effect on all kinds of social resources.However,the limited financial resources of the government and the de-personalization of the administrative make it inadequacy of the initiative of the poor people under this model.The measures of poverty alleviation are mostly reflected in the rapid growth of short-term income and the lack of effective planning for the self-development ability and the direction of future development of the poor restrict the maximization of poverty alleviation.In view of these problems,this paper proposes to standarduize the help procedures and accurate identification of the objects of poverty alleviation and the demands through large data contrast and other means.Based on accurate data,more resources should be used to build up confidence and develop the education;Complementary development of destitute areas of Wuling should be emphasized;Reducing poverty through production development.Using PPP mode to increase the utilization of social capital.Meanwhile,it should be taken attention in cultivating the local professional farmers and professional cooperatives and keeping balance of environmental protection and orderly development.By implementing these methods,the comprehensive poverty alleviation on destitute areas of Wuling will certainly be fully tapped.
