Study On The Economic Efficiency Of Tourism Poverty Alleviation In Wuling Mountain Area Based On The DEA Model

By using data envelopment analysis(DEA) to measure the tourism poverty alleviation efficiency of 2009-2013 in the Wuling mountain areas, Using ARCGIS software to choose two angles to study the spatial differentiation, either from the perspective of tourism poverty alleviation efficiency or the economic efficiency of the tourism poverty alleviation, tourism poverty alleviation in the Wuling mountain area is shown as the middle on the high side, north and south on the low side, And show some aggregation effect in some area, but for each county or city, there are differences between tourism poverty alleviation efficiency and the economic efficiency of the tourism poverty alleviation. Analyze in the spatial distribution pattern of tourism poverty alleviation comprehensive efficiency, technical efficiency and scale efficiency in2009 and 2013, it turns out that no matter the comprehensive efficiency, technical efficiency or scale efficiency, also shown as the middle on the high side, north and south on the low side, and remained stable in the process of evolution.Combined the economic efficiency of the tourism poverty alleviation with Malmquis index in in the Wuling mountain areas, Using the two-dimensional indicators can divide the economic efficiency of tourism poverty alleviation in the Wuling mountain areas into four types. it can generally classified as potential type,the rising sun type, gold type, and the setting sun type. Based on the classification,we put forward the form and the mechanism for each type to realize development.Potential type can undertake industrial linkage, the rising sun type can make strategic cooperation, gold type can undertake enterprise cooperation, the setting sun type need project support. Using the two-dimensional indicators restore the tourism poverty alleviation efficiency evolution path from 2009 to 2013, the concrete can be divided into three patterns, reciprocating evolution, gradual evolution and the evolution of complex.From the tourism industry and the guiding role of poverty alleviation two aspects analyzes the existing problems and the insufficiency of the practice of poverty alleviation. In the tourism industry aspect, problem characterized by that high value-added industry chain is not strong, lack of core enterprise in industry, and lack of cooperation between regions, between industries. to solve these problems put forward some advice, such as the corresponding tourism poverty alleviation industrychain, planning tourism poverty alleviation pattern of enterprises, promoting the all-round cooperation of tourism poverty alleviation. in the guiding role of poverty alleviation aspect, the problem is the insufficient localization of the tourism industry,tourism benefit distribution is uneven. Therefore, promoting the localization of tourist industry, improving the local poor participation should become the direction of efforts. For the problem of low efficiency of tourism poverty alleviation in Wuling mountain area, by decomposing efficiency it is concluded that the reason of its low comprehensive efficiency comes from the scale efficiency. The tourism poverty alleviation in The Wuling mountain area has huge development potential. so some measures are put forward.For example, improve the utilization rate of elements and search for the optimal size, enlarge the scale efficiency, and effective combination of resources.
