In order to improve the people's quality of life,public infrastructure construction has attracted the attention of the government.In the traditional construction mode,the government is the main contributor to the construction of public infrastructure,so the financial burden and financing risk have caused great pressure to the government.In addition,the accelerating pace of urbanization and improving people's living standard make some problems getting worse,including slow construction speed,financial capital pressure.Since 1990s,China has begun to try the application of the franchise project.Over the past 20 years,the PPP mode(mainly BOT)has played an important role in the construction of infrastructure in China.In this paper,on the basic of insight into the basic theory of VFM,combined with the specific characteristics of quasi operational infrastructure--water supply PPP project,and build VFM quantitative evaluation model for water supply PPP project.First of all,the article reviews the theory and status of VFM quantitative evaluation related to PPP project,in order to putting forward the framework model of VFM quantitative evaluation for water supply PPP project.Then,the paper expounds the composition and calculation model of the framework in detail,thus forming a complete VFM quantitative evaluation model of the water supply PPP project.Finally,the VFM quantitative evaluation model is applied to the integration project of urban and rural water supply in AX county.Based on the specific data,a case study is conducted to verify the feasibility and applicability of the model,which provides a scientific quantitative basis for the selection of PPP mode of water supply.Finally,the sensitivity analysis technique is used to explain the applicability of the evaluation model,so some difficulties and puzzles in the application are solved.This article draws the following conclusions:In the one hand,when evaluating the VFM of water supply PPP projects or other quasi PPP projects,we should set up targeted evaluation models and parameter indicators combined with the specific circumstances of our country and the specific circumstances of the projects,so as to ensure the rationality of data selection.In the other hand,through VFM sensitivity analysis,we can help all participants in PPP project to identify the sensitive factors that affect VFM results.VFM critical points can help decision-makers define the limit values and tolerable changes that affect the conclusion of VFM,without making mistakes in decision-making.Forth,with the help of sensitivity analysis,VFM is used as a management tool to monitor the implementation of PPP and VFM,and carry out the concept of value for money from the perspective of the whole life cycle of the project.
