| Electric power industry relates national interest and people's livelihood.It is the foundation of our national economic development.Since the last century,the development of the power industry has undergone tremendous changes,along with the continuous rise of the national electricity demand and the emergencies of new types of power generation,the total power generation continued to grow over the years.Under the new environment,investment in the electric power is described to be the most important.Compared with other projects,the electric investment has the characteristics of long construction period,large amount of investment,extensive involvements,technically complex,unforeseen factors and factors which are more likely to bring the safety hazards.On account of the weakness of risk awareness manager in electric item,risk control ability is weak.The risk management system is not established.The management does not arrive,the accountability is in exhaustive.As the increase of newly-commenced projects,out of control problems of the electric project implementation increase gradually,the risk of the electric item is gradually increasing.Thus,the power projects inevitably face a variety of risks in the implementation process and if the risks happen,it will be very harmful.For these factors the power project risk management is necessary and good power project risk identification and prevention can ensure the smooth implementation of the project and the expected economic benefits.It requires us to reinforce the research and analyze of the electric project risk management,using the systematic,dynamic and overall analysis method to manage electric project risk management.By means of the electric item risk identification,identify the negative factor as soon as possible,adopting the precautionary measure and risk treatment at an early date.Through the method of transfer,remit,remove,retained,even utilize etc,guarantee the successful implementation of the item,acquiring the expected economic and social benefit.What is called the risk management of electric engineering project,is the process of identification,analysis and precautionary measure aiming at electric engineering project.Specifically,the staffs of risk management identify,analyze and evaluate on the risk.Meanwhile,adopting the response measures and control measures on the risk to treat the adverse impact effectively.The risk management theory is applied in the paper and the current risk management environment power projects are presented from the perspective of investors in power projects.Moreover,the paper also shows the method to identify,access,analyze and response to the risk factor.Meanwhile,based on the method above,the paper take a electric investment project of STZ as an example to analyze the risk management of electric investment.According to the actual situation,the AHP and fuzzy comprehensive evaluation methods are combine to effectively assess the potential risk factors for power projects and it is noted that in the course of the implementation of power projects,the change of the design,the designer's experience and depth of information on the pre-errata are the three of the most important risk factor.The paper also presents the responses of these three risk factors.Through the deep analysis of the electric investment project of STZ,the paper hopes to benefit the risk management of other projects of STZ.This type of state-owned investment company,such as STZ,the investment orientation is electric,coal,water conservancy which relates national interest and people's livelihood areas.These items usually have the characteristic of long cycle,great scale,slowly effect and return steadily etc.Although these items distribute on different areas,the operating management have many general characters.The method and strategy is also suitable for these items.The paper expect to have reference value for this type of state-owned investment company through the analysis of STZ's risk management. |
