Agricultural products are the material basis for the survival of mankind,the community concern on the quality and safety of agricultural products is also growing.<The 13th Five-Year Plan for the National Economic and Social Development of the People 's Republic of China>、<National agricultural product processing industry and rural primary industry、secondary industry and tertiary industry integration development plan(2016-2020)>and Central Documents No.1 clearly put forward that:Strictly manage the whole process of agricultural production;the supervision and management of agricultural product quality and safety should cover all aspects of planting,purchasing,circulation,processing and sales;to achieve full,the whole process,a full range of agricultural product quality management;improve the quality and safety level;promote the quality of agriculture.Agricultural products processing enterprises as an important part of the agricultural industry chain,its good quality and safety control and management capabilities help ensure the quality and safety of agricultural products.Sichuan as a national agricultural province,agricultural output value of 637.784 billion RMB in 2015,ranked No.4 in the country,agriculture-related enterprises 63,403,of which meat,vegetables and fruit enterprises accounted for 71.14%,and their products are daily food,product quality directly related to people's health and life,therefore,this paper takes 79 meat,vegetables and fruit processing enterprises in Sichuan as the research object,and studies the quality and safety control of each link in the production process.The main research contents are as follows:(1)Under the guidance of the theory of total quality and safety of agricultural products,information asymmetry theory and contingency management theory,the questionnaire survey is carried out on the basic situation of the development of processing enterprises and the quality and safety of procurement,transportation,storage,processing,sales and traceability.(2)Based on the statistical analysis of the quality and safety of Sichuan agricultural products processing enterprises,the entropy method is used to evaluate the quality and safety control level of the three types of processing enterprises.And analysis the production and the overall control level of the three types of processing enterprises.(3)Assuming that the basic characteristics of the enterprise,the manager's characteristics,the enterprise input and the external environment will have some influence on the quality and safety control level,and analyze the influencing factors of the control level by multiple linear regressions.(4)Put forward the countermeasures to promote the improvement of the quality and safety control level of agricultural products processing enterprises in Sichuan.Through the empirical analysis,this paper draws the following conclusions:(1)Sichuan agricultural products processing enterprises quality and safety control level difference is large,the overall control level of sample enterprises is not high,compared with the vegetable and fruit processing enterprises,meat processing enterprises the lowest level of quality and safety.(2)The main weakness of the quality and safety control of agricultural products processing enterprises is the procurement,transportation,warehousing and sales links.Among them,whether the enterprise has a recall system,the processing environment and the construction of the product traceability system are important contents to improve the quality and safety level.(3)The internal characteristics of the agro-processing enterprises and the external environment have a significant impact on their quality and safety control levels:managers' level of education and quality and safety awareness,enterprise technology and equipment investment,external support and supervision efforts,competitive pressures and other indicators of agricultural products processing enterprises have a significant impact on the level of quality and safety control.On the basis of the above conclusions,this paper puts forward the following suggestions:(1)Improve the overall level of quality and safety control of agricultural products processing enterprises in Sichuan.(2)Strengthen the enterprise procurement,transportation,warehousing and sales aspects of the quality and safety control.(3)Improve the quality and safety control of a good internal and external environment.(4)Strengthen the meat processing enterprises to improve processing,sales and traceability and quality control.
