In recent years, food safety incidents happens again and agin. With the increasing attention people paying on food safety, As an food problem prevention system, HACCP is accepted by the government and experts in most countries. At present, the large and medium-sized enterprises to pass the HACCP certification are more than small enterprises in our nation. However, due to the limit of the economic level, mirco-enterprises with less than10employees account for more than70%of the total food industry in China. On economic integration in the knowledgeable and market day, the role of micro-enterprises in socio-economic life receives further strengthening.. Whether in China or in developed countries, the huge number of micro-enterprises, the absorption of employment, the contribution to economic growth, is not available in other types of enterprises.But the quality and food safety problems in these enterprises appear easily because of the smaller production, the humble equipment and sanitation facilities etc. But it is not very realistic to establish HACCP system for the micro-enterprises due to the lack of human, material and financial resources,.In this study, we will focus on two main part:The first part aims to establish a Critical Contorl Point system based on the data collected during the black peanut processing enterprises in Yuanyang of Henan province,. In this part, we use the principle of HACCP as reference, analyze the significant hazards and identify the existing hazards..The other part aims to establish a black peanut processing quality safety evaluation index system based on the Critical Control Point,. According to the present quality level of each enterprise,we calculate the total score and use clustering analysis to divide the sample enterprises. They are divided into several categories of different quality and safety level.The author proposes the possible factors which may affect the safety level at first, then synthesizes these factors through Factor Analysis. The paper uses Logistic Regression Analysis to estimate the influence degree of each factor that influences the quality and safety level of micro-enterprises.The hazard analysis of black peanuts processing enterprise shows that raw material, craft and cleaning is the Critical Control Point.To affect the quality and safety level of micro-enterprise of empirical analysis results show that:the food safety knowledge and attitudes of enterprise’s operator, enterprise’s financial can increase the quality and safety level.,and the cost of food safety in production can decrease the safety level. The most main factor that influence the quality and safety level is the cost of food safety in production, then the food safety knowledge and attitudes of enterprise’s operator. At present, food processing micro-enterprises are still in live stage,They may ignore the quality of food safety due to the pursuit of profit maximization, The government should strengthen the supervision of food safety and the quality of the policy effect.
